HomeMy WebLinkAbout13 - EPN2001-0297 - Curb Opening at 201 Apolena AveTO: Mayor and Members of the City Council FROM: Public Works Department September 11, 2001 CITY COUNCIL AGENDA ITEM NO. 10 �� 13 SUBJECT: APPLICATION TO RELOCATE A CURB OPENING AT 201 APOLENA AVENUE ON BALBOA ISLAND (EPN2001 -0297) OWNER: CHUCK BRUMBAUGH RECOMMENDATION: Approve the application subject to an Encroachment Permit from the Public Works Department. DISCUSSION: Mr. Ian Harrison is the architect for Mr. Chuck Brumbaugh, the owner of property located at 201 Apolena Avenue on Balboa Island. On behalf of Mr. Brumbaugh, Mr. Harrison requests permission to relocate a curb opening from Apolena Avenue to Park Avenue to provide access for a two car garage (see attached letter, exhibit, and photos). The proposed redevelopment is designed with the main entrance on Apolena Avenue and garage entrance on Park Avenue. The proposed curb opening relocation will not eliminate any additional on- street parking, because one on- street parking space is being eliminated on Park Avenue and added on Apolena Avenue. Since the property does not abut an alley, a curb opening is necessary in order to provide vehicular access to the property. The City requires on -site parking for a single - family residence. In addition, the existing curb opening on Apolena Avenue is substandard, oversized, and extends over the projected property line. The proposed curb opening is similar in nature to other properties that do not abut alleys on Balboa Island (see attached letter and photos). Council Policy L -2 requires that no permit shall be issued for driveways on Clubhouse Drive, Glen Drive, Balboa Island or on the ocean side of Ocean Boulevard without City Council approval. City Council approved a curb opening for a single car garage at 1508 Park Avenue during the May 23, 1994, City Council meeting. The property at 1508 Park Avenue did not abut an alley and one on- street parking space was eliminated on Park Avenue. Box 1768 Newport Beach, California 92658 Re: 201 Apolena Avenue, Balboa Island Dear Mr. Wong, A R C H I T E C T As shown on the enclosed drawing, I am submitting for an encroachment permit to relocate the driveway access on a lot on Balboa Island. The owners intend to tear down the existing house and construct a new single - family - dwelling and garage. The property is unique in size and orientation for Balboa Island; there is no alley access for the garage. The existing curb cut is on Apolena Avenue. It is our hope to relocate the curb cut to Park Avenue, thereby orienting the living portion of the house toward Apolena as are the other homes along the street. We realize Park Avenue is more traveled than Apolena. However, having the garage access on Park would be no less of a problem than cars stopping to park along Park Avenue, which probably happens more frequently than trips in and out of the garage. There are existing examples of garages with their access off Park Avenue and I have never seen them to be a problem.
