SUBJECT: Appointments to Environmental Quality Affairs Committee
SUGGESTED
ACTION: 1. Appoint Gus Chabre or Richard Ting as a community association
member
2. Appoint Ray Halowski or John von Szeliski as a member with
environmental expertise
The Environmental Quality Affairs Committee (EQAC) has two vacancies for which the Committee
is to make recommendations to the City Council, one for a homeowner or community association
board member and one for a person with knowledge of CEQA administration or environmental
issues of concern to Newport Beach. As provided in the Resolution establishing EQAC, the
Committee's Membership Subcommittee as well as the full Committee have interviewed potential
members, and the Committee is recommending two candidates for each vacant position. Their
• applications are attached.
Community Association Candidates
Mr. Chabre has lived in Newport Beach since 1965, and has been active in the Eastbluff and Harbor
View Hills associations. He is currently on the board of the Balboa Peninsula Point Association,
and was involved in the Balboa Boulevard utility undergrounding effort. He is on the Board of
Directors of the Upper Newport Bay Reserve Naturalist Group and is a docent.
Mr. Ting has lived in Newport Beach for five years, and is on the board of the Harbor Ridge
Homeowners Association. He has a background in retail business, and is retired.
Environmental Expertise Candidates
Mr. Halowski has lived in Corona Del Mar for over eight years and has been involved in water
quality issues in Little Corona, the Back Bay and elsewhere. He has been involved with the
Newport Beach Chapter of the Surfrider Foundation for over four years and is a member of the
Foundation's Executive Steering Committee.
Mr. von Szeliski has lived in the area for over thirty years. He is an architect by profession and
specializes in performing arts facilities. He has experience in planning and the preparation of
environmental documents. He has expertise in the areas of aesthetics, acoustics and noise issues.

The purpose and responsibilities of "EQAC" include, but are not limited to: (a.) reviewing and
recommending on City Environmental Impact Reports (EIR) and their Notices of Preparation
(NOP) as well as those of other agencies that have the potential to impact Newport Beach; (b.)
receiving presentations from City officials or other parties on City activities impacting the quality of
life; (c.) receiving, reviewing and transmitting information to the City's community associations and
homeowners associations such other important information potentially affecting the associations;
and (d.) developing and implementing a time - sensitive process to report back common Citywide
and unique local issues of interest to residents.
The 21 member Environmental Quality Affairs Citizens Advisory Committee was revised by
resolution of the NB City Council to fulfill one of their 1998 goals, that is, to link liomcowncr
associations and residents' advocacy organizations more effectively with each other and with the
City's legislative and regulatory processes, to give residents the opportuuity to become more fully
informed, more timely informed, and so participate more actively on key decisions and issues.
EQAC members are expected to attend a regularly scheduled, (approximately) two -bour monthly
evening meeting and to be available for voluntary or assigned subcommittee meetings. Time
commitment will range from three to ten hours per month. Any member who misses three
consecutive monthly meetings shall be removed and replaced.

in the field of performing arts facilities
This work includes expertise in acoustics and noise control
Architectural and master plan experience includes work on environmental impacts, and have been
involved in EIR preparation and analysis in prior projects
Member of Sierra Club; have general interest in environmental protection
Prior to becoming an Architect, was College Professor 1959 to 1972; primarily at Williams College in
Massachusetts. Published author —books and articles on arts and architecture subjects. -

I wish to participate because, as the fiacal year 2002/2003 President-Elect of the 550 •
member Balboa Peninsula Association, I will become more effectively linked with the
other homeowner associations as well as the City's legislative and regulatory processes.
I have been a resident of the City of Newport Beach since 1965 and have owned homes
in the oommunities ofEastbluft Corona del Mar and Balboa Peninsula. I. have served on
the boards of directors of Assessment & Treatment Service Centex (ATSC) and Upper
Newport Bay Ecological Reserve Volunteer Naturalists. I led the successful grass roots
effort to farm a tax assessment district to underground the uit7rties on East Balboa Blvd.
I am prepared to make the time commitment required to be active member of the
Environmental. Quality Affairs Citizens' Advisory Committee.
