Harkless, City Clerk SUBJECT: APPOINTMENT BY MAYOR OF AD -HOC APPOINTMENTS COMMITTEE TO REVIEW APPLICATIONS AND MAKE RECOMMENDATIONS TO THE FULL COUNCIL FOR THE NEWLY ESTABLISHED HARBOR COMMISSION RECOMMENDATION That the City Council confirm the Mayor's appointment of -------- - - - - -- --------- - - - - -- and ----- - - - - -- to serve on the ad -hoc appointments committee to review applications and make recommendations to the full Council for the newly established Harbor Commission. On December 11, 2001, the City Council introduced Ordinance No. 2001 -25 to establish the Harbor Commission. The ordinance is scheduled for adoption on January 8`h, and will go into effect on February 7, 2002. At the same meeting, the City Council directed the City Clerk to begin the advertising process in order to expedite the appointment process. Consistent with Council Policy A -2, the vacancies were advertised and applications will be accepted until 4:00 p.m. on Thursday, January 17, 2002. Following the interview process, the nominations will be scheduled for confirmation by the full City Council on Tuesday, February 12, 2002, and the final appointments will be made on Tuesday, February 26, 2002. Each member shall serve a term of four (4) years and such terms will be on a staggered basis, pursuant to Section 702 of the City Charter. City Council Policy A -2 establishes the procedures for making appointments to the various boards and commissions. January 8, 2002 Page Two As per the Council policy, the Committee's duties are as follows: A. Review all applications for position to City Boards and Commissions. The ad -hoc Appointments Committee will review applicant answers to all questions contained in the application; B. Conduct any necessary interviews with individual applicants; and C. At least two weeks prior to the date of appointment, recommend to the full City Council at a regular public meeting, two or more candidates for each Board or Commission vacancy. Members of the Council may wish to interview the recommended candidates further prior to final selection by the Council. By requiring two or more candidates for each vacancy, it is the intent of the City Council that at least two separate individuals should be considered for each vacancy, i.e., if there are two vacancies, at least four separate individuals will be considered.
