REPORT TO THE MAYOR AND CITY COUNCIL
SUBJECT: LCP Certification Committee
SUMMARY: The establishment of a steering committee to provide direction and
oversight to staff during the Local Coastal Program certification
process.
ACTION: 1) Adopt Resolution No. 2002 ----- establishing the Local
Coastal Program Certification Committee; and
2) Affirm the Mayor's appointments of three City Council
members and three Planning Commission members.
Background
On October 4, 2001, Governor Davis signed SB 516. This bill requires the City to submit
a Local Coastal Program (LCP) to the California Coastal Commission for approval and
certification on or before June 30, 2003. Certification of the LCP requires the
submission of an implementation plan to the CCC. The implementation plan consists of
various ordinances that are adopted to implement the policies of the LCP Land Use Plan.
Discussion
On December 11, 2001, the City Council and the Planning Commission held a joint
study session to discuss issues associated with the certification of the LCP. Staff was
directed to begin the process of forming a committee consisting of representatives of
the City Council and the Planning Commission to provide oversight and direction to
staff during the LCP certification process.
It was proposed that the LCP Certification Committee consist of three (3) City Council
members and three (3) Planning Commission members, appointed by the Mayor. It was
also suggested that committee members should include some of those City Council and
Planning Commission members who serve on the Ad General Plan Update Committee,
since the LCP certification will be conducted in coordination with the update of the
General Plan.
It is proposed that the term of the committee end on July 1, 2003 or upon the approval
and certification of the Local Coastal Program by the California Coastal Commission,
whichever occurs first.
Recommendation
If the City Council determines to establish the LCP Certification Committee, adoption of
the attached resolution is recommended.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH ESTABLISHING THE
LOCAL COASTAL PROGRAM CERTIFICATION
COMMITTEE
WHEREAS, Senate Bill 516 requires the City of Newport Beach to submit a Local Coastal
Program to the California Coastal Commission for approval and certification on or before June 30,
2003; and
WHEREAS, certification of the Local Coastal Program will require the submission of an
updated Local Coastal Program Land Use Plan and an implementation plan to the California Coastal
Commission; and
WHEREAS, certification of the Local Coastal Program may require significant policy and
procedural changes; and
WHEREAS, the City Council of the City of Newport Beach desires to establish a committee
to provide direction and oversight to staff during this process.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport
Beach that the Local Coastal Program Certification Committee is established and shall be comprised
of the following members, appointed by the Mayor:
■ Three (3) City Council members
■ Three (3) Planning Commission members
BE IT FURTHER RESOLVED that the Local Coastal Program Certification Committee is
charged with the task of providing direction and oversight to staff during the update of the Local
Coastal Program Land Use Plan and the preparation of the Local Coastal Program implementation
plan.
BE IT FURTHER RESOLVED that the term of the Local Coastal Program Certification
Committee shall end on July 1, 2003 or upon the approval and certification of the Local Coastal
Program by the California Coastal Commission, whichever occurs first.
