SUMMARY: Report of the actions of the Planning Commission
Item 1, regarding 213 Coral Avenue, Van Cleeve Residence (PA2002 -002) was continued to the meeting of
February 7, 2002. (All Ayes)
Item 2, regarding 4341 MacArthur Boulevard, Suite F, La Salsa Restaurant (PA2001 -086), was denied and is
subject to appeal or call up by the City Council. (6 Ayes, 1 Recused)
Item 3, regarding 3222 East Coast Highway, Zinc Cafe (PA2001 -221) was approved and is subject to appeal or call
up by the City Council. (All Ayes)
Item 4, regarding 1700 West Balboa Boulevard, Regent Newport Beach Resort (PA2002 -005) was recommended
for initiation and is automatically forwarded to the City Council. (All Ayes)

ITEM NO. 1.
SUBJECT: Van Cleeve Residence (PA2002 -002)

SUMMARY: An appeal of the Planning Director's Interpretation of Section
20.62.040 (Nonconforming Structures) of the Zoning Code.
ACTION: Affirm, modify, or reverse Planning Director interpretation
ITEM NO. 2.
SUBJECT: La Salsa; Milestone Management (PA2001 -086)
4341 MacArthur Boulevard, Suite F
SUMMARY: A Use Permit requested for an eating and drinking establishment and
a waiver of parking to expand the seating from 21 seats to 36 seats
without an increase in net public area.
ACTION: Deny Use Permit No. 2001 -018 by making the findings contained
in the August 23, 2001 staff report.
ITEM NO. 3.
SUBJECT: Zinc Cafe, John Secretan, (PA2001 -221)
3222 East Coast Highway
SUMMARY: Request for a Use Permit to authorize the opening of an eating and
drinking establishment called Zinc Caf6 at an existing commercial
site in Corona del Mar. The Use Permit application includes a
request to exceed the established base floor area limits as well as a
waiver of the off street parking requirements.
ACTION: Approve, modify or deny Use Permit No. 2001 -040 by adopting
Resolution No. , entitled, "A Resolution of the
Planning Commission of the City of Newport Beach, Use Permit
No. 2001 -040 for property located at 3222 East Coast Highway."
ITEM NO. 4.
SUBJECT: Regent Newport Beach Resort, (PA 2002 -005)
1700 West Balboa Boulevard
SUMMARY: Initiation of an amendment to the Land Use Element and Recreation
and Open Space Element of the General Plan and the initiation of a
Planned Community District Plan to allow the development of a
156 -room hotel resort complex on the property commonly known as
Marinapark.
ACTION: Recommend that the City Council approve General Plan Initiation
No. 2002 -001 and the initiation of a Planned Community District
Plan Amendment.
