SUBJECT: TRAFFIC SIGNAL INSTALLATIONS AND UPGRADES 2001 -2002,
CONTRACT NO. 3419 — COMPLETION AND ACCEPTANCE
RECOMMENDATIONS:
1. Accept the work.
2. Authorize the City Clerk to file a Notice of Completion.
3. Authorize the City Clerk to release the Labor and Materials bond 35 days after the
Notice of Completion has been recorded in accordance with applicable portions of
the Civil Code.
4. Release the Faithful Performance Bond 1 year after Council acceptance.
DISCUSSION:
On June 26, 2001, the City Council authorized the award of the Traffic Signal
Installations and Upgrades contract to Macadee Electrical of Chino Hills, California.
The contract provided for the installation of a new traffic signal at Irvine Avenue and
Santa Isabel Avenue, upgrading of existing traffic signals at MacArthur Boulevard and
Birch Street, installation of emergency vehicle preemption equipment at the intersection
of Coast Highway and Dover Drive, and installation of emergency vehicle preemption
equipment at the intersection of Bristol Street North and Birch Street. The contract has
now been completed to the satisfaction of the Public Works Department. A summary of
the contract cost is as follows:
Original bid amount: $242,938.00
Actual amount of bid items constructed: 242,938.00
Total amount of change orders: 14,686.00
Final contract cost: $257,624.00
The final overall construction cost including change orders was 6.05 percent over the
original bid amount.
One change order in the amount of $14,686.00 provided for additional LED and
pedestrian light installations, additional excavation of foundations, and extra work to run
telephone service conduit to a revised location.

The original scheduled completion date was December 15, 2001. Due to the additional
work, the completion date was extended to January 4, 2002. All work was completed
