9. Work can begin once the City has received evidence of the following additional approvals and you have
been notified to proceed. If you begin prior to the notice you will be in violation of the Newport Beach
Municipal Code and subject to penalties.
10. Your permit will not be final until we have conducted an on site inspection once construction is
completed as per Municipal Code, Section 17.24, if we have not been contacted for a final inspection.

OWNER -BUILDER DECLARATION
I hereby affirm that I am exempt from the contractor's license law for the following reasons: (Sec.
7031d.5, Business and Professions Code). Any City or County which requires a permit to construct, alter,
improve, demolish, or repair any structure, prior to its issuance, also requires the applicant for such permit
to file a signed statement that he is licensed pursuant to the provision of the Contractors License Law
(Chapter 9, commencing with Section 7000) of Division 3 of the Business and Professions Code) or that
he is exempt therefrom and the basis for the alleged exemption. Any violation of Section 7031.5 by any
applicant for a permit subjects the applicant to a civil penalty for not more than five hundred dollars ($500).

Please be advised that Waiver Number 5-97-268-W, which was reported to the Commission on
September 9, 1997, became effective as of that date. Any deviation from the application and
plans on file in the Commission office may require a coastal development permit for the entire
project.

DESCRIPTION: Relocate an existing boat dock, pier, and gangway approximately 30
feet west of its existing location. The dock to be relocated is a U-
shaped dock, 60 feet in length and 27 feet wide. The pier is 23 feet
long with a 10 foot by 14 foot platform. The new dock will be slightly
modified by adding a 5 foot wide knob on the western side and
attaching the gangway to the knob.

Based on your project plans and information provided in your permit
application for the development described below, the Executive Director of the
Coastal Commission hereby waives the requirement for a Coastal Development
Permit pursuant to Section 13238.1, Title 14, California Administrative Code.
If, at a later date, this information is found to be incorrect or the plans
revised, this decision will become invalid; and, any development occurring
must cease until a coastal development permit is obtained or any discrepancy
is resolved in writing.
WAIVER #_L -27-2U APPLICANT: Frank Randall

RATIONALE: The proposed development will have no adverse impacts on coastal
access or resources, is consistent with the City's certified LUP, and the
Chapter 3 policies of the Coastal Act.
This waiver will not become effective until reported to the Commission at their
September 9-12, 1997 , meeting and the site of the proposed
development has been appropriately noticed, pursuant to 13054(b) of the
Administrative Code. The enclosed Notice Card shall remain posted at the site
until the waiver has been validated and no less than seven days prior to the
Commission hearing. If four (4) Commissioners object to this waiver of permit
requirements, a coastal development permit will be quired.
