SUBJECT: Waiver of Coastal Development Permit Requirement/De Minimis
Developments -Section 30624.7 of the Coastal Act
Based on your project plans and information provided in your permit
application for the development described below, the Executive Director of the
Coastal Commission hereby waives the requirement for a Coastal Development
Permit pursuant to Section 13238.1, Title 14, California Administrative Code.
If, at a later date, this information is found to be incorrect or the plans
revised, this decision will become invalid; and, any development occurring
must cease until a coastal development permit is obtained or any discrepancy
is resolved in writing.
WAIVER #_5-89-832 APPLICANT: Steve Rados
LOCATION: 661 Via Lido Soud, NEWPORT BEACH
PROPOSED DEVELOPMENT: Remove and replace residential boat dock.
RATIONALE: The proposed project will have no adverse impacts on coastal
resources, is consistent with the Coastal Act, the City's Land Use Plan and
past Commission actions.
This waiver will not become effective until reported to the Commission at their
September 12-15, 1989 , meeting and the site of the proposed
development has been appropriately noticed, pursuant to 13054(b) of the
Administrative Code. The enclosed Notice Card shall remain posted at the site
until the waiver has been validated and no less than seven days prior to the
Commission heating. If four (4) Commissioners object to this waiver of permit
requirements, a coastal development permit will be required.

project on June 9, 1989.
According to the City of Newport Beach, this project complies with
the current adopted City General Plan, zoning Ordinance, Subdivi-
sion Ordinance ' and any applicable specific plans. In addition,
you have stated that there will be no vessel waste discharged
during the construction at this location.
Based on these findings and assurances, we have no objection to

The City of Newport'Beach Marine Department has received a request..2-.
to transfer pier permit # 172-661 for the property located at 661
Via Lido Soud, Newport Be�ich, CA.
We cannot transfer the pier permit until the folowing
deficiency(ies) has/have�'�been corrected and WE HAVE BEEN NOTIFIED
OF THE CORRECTION:
1. A city approved anti -syphon device is required at the water
connection to the pier and float.
The structure was insp6_6ted on 7/ 26/88. The City Harbor Permit
Policies state:
10.D. "At the time of transfer, all harbor structures shall
be inspected for compliance with the City's minimum plumbing,
electrical and structural requiremenmts, and the conditions of the
existing permit. All structural deficiencies must be corrected
prior to transfer of the permit.-"
A permit for plumbing or electrical work must be obtained from the
-Building Department of the City.
PLEASE ADISE TH IS DEPARTMENT WHEN THE ABOVE DEFICIENCIES HAVE BEEN
CORRECTED. When we have been notified, the structure will again
be inspected and when the requirements have been met the pier
permit will be transferred.
