Dear Mr. Melum:
Reference is made to your letter (No. 94 -384 -BH) dated
January 26, 1994 in which you submitted on behalf of Bentley
Trust at 819 Via Lido Soud a notification for the maintenance
dredging of 210 cubic yards of sand and silt material by
hydraulic suction and disposal of the dredged material by
pipeline transport to a beach reclamation area.
Based on the furnished information, we have determined that
the proposed maintenance dredging activity complies with the
terms and conditions of Permit No. 89 -211 -GS provided that Mr.
Trust's contractor does not exceed the maximum dredging design
depth of -5 feet MLLW with a maximum allowable overdepth of -1
foot MLLW.

Recommendation
If desired, approve the maintenance dredging application.
Discussion
The applications require City Council approval under the conditions of
approval placed on the City of Newport Beach general permit for maintenance
dredging issued by the U.S. Amy Corps of Engineers, on February 12, 1974,
and subsequently amended on May 10, 1977 to allow beach restoration. The
locations and applicants for the proposed dredging and beach restorations are:
130-2888 California Recreation 2890 Bayshore Drive
172-815 G. M. Washburn 815 Via Lido Soud
172-819 G. W. Grundy 819 Via Lido Soud
The staff has reviewed the projects and has determined that the work will be
done within the parameters of the Corps of Engineers permit. The dredging
contractor will place a filter screen around the discharge site to control
turbidity. There is no known eel grass in the vicinity of the projects.
At 815 and 819 Via Lido Soud, the dredged material will be placed on adjacent
beaches. This will aide in the restoration of beaches bayward of private
residences. At 2890 Bayshore Drive, the dredged material will be hauled to
sea and dumped.
