756 Via Lido Nord, Lots 38 & 39, Tract 907.
Your drawings have been reviewed and generally conform to the provisions
of General Permit GP004 for privately owned boat docks
in Newport Bay
Providing you have complied with State and local laws you may proceed
with the work.
Your proposed work has been assigned General Permit No. GP 004-044

The application was reviewed by the Joint Harbor Committee on

for mooring his boat. Sil tation has occurred under the landward port-
ion of the existing facility causing problems in mooring a vessel and
prompting Mr. Whitney I to submit this application.
The alternative to I the proposed constructionwould be to maintenance
dredge under the existing slip.
The proposed configuration constitutes a major change from,the existing
pattern not only in this area but in the Bay as a whole. "L" shaped
floats approved in the past have had the base of the "L" as the land-
ward portion of the float. The standard 11U11 shaped float placed per-
pendicular'and landward of the U. S. Pierhead Line allows the mooring

of boats landward of the U. S. Pierhead Line thereby decreasing the
occupancy of water area within the navigable portion of the Bay. The
proposed configuration could place a large vessel entirely bayward of
,the U. S.. Pierhead Line. The proposed configuration could also result
in a number of small vessels being moored at the facility as well as
at least one large vessel moored landward of the proposed finger.
Additionally, mooring a vessel parallel to and bayward of the U. S.
Pierhead Line could block the view from neighboring residences more
,so than a vessel moored perpendicular to the Pierhead Line.
