SUBJECT: ARTERIAL HIGHWAY REHABILITATION PROGRAM
RECOMMENDATION:
Adopt Resolution No. 2002- approving the submittal of a funding application to
the Orange County Transportation Authority for funding under the Arterial Highway
Rehabilitation Program.
DISCUSSION:
On March 11, 2002, the Orange County Transportation Authority (OCTA) issued a call
for projects for the Arterial Highway Rehabilitation Program (AHRP). The AHRP was
developed to support local agency efforts to address their pavement rehabilitation
needs by providing funds for the rehabilitation of Master Plan of Arterial Highway
(MPAH) arterial roadways in Orange County.
Approximately $11 million is available for Fiscal Year 2002 -03 for AHRP improvements
countywide. For a project to be considered for AHRP funding, an agency must share at
least 50 percent of their project's eligible costs. Higher percentages of agency share
will improve the agency's project competitiveness against those projects submitted by
other agencies. The F.Y. 02 -03 AHRP rules limit the maximum funding amount per
project to $400,000.
On May 17, 2002, Staff submitted the funding application package for the Jamboree
Road Rehabilitation Project (from Bison Avenue to University Drive). The proposed
project is primarily a maintenance project and does not widen or modify the existing
roadway configuration. The project will replace and overlay the existing pavement, and
replace median curbs and gutters to improve street drainage. The application submittal
deadline was May 24, 2002. The funding for the proposed improvements are estimated
as follows:

OCTA requires a draft copy of the Resolution (attached) to be included with the application
package, along with a confirmation that Resolution has been agendized for City Council
consideration. A final copy of the Resolution will be forwarded to OCTA upon adoption.
OCTA's schedule calls for Technical Advisory Committee review of the application in July
2002, with OCTA Board approval anticipated in August 2002.
Once the funding application has been approved by OCTA, the processing of project
advertisement authorization and reimbursement requests will be handled through Caltrans.

RESOLUTION NO. 2002-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH APPROVING THE SUBMITTAL OF THE JAMBOREE ROAD
REHABILITATION PROJECT TO THE ORANGE COUNTY
TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE
ARTERIAL HIGHWAY REHABILITATION PROGRAM.
WHEREAS, the City of Newport Beach desires to implement the transportation
improvements listed below; and
WHEREAS, the City of Newport Beach has been declared by the Orange County
Transportation Authority to meet the eligibility requirements to receive Measure M
"tumback" funds; and
WHEREAS, the City's Circulation Element is consistent with the County of Orange
Master Plan of Arterial Highways; and
WHEREAS, the City of Newport Beach will provide matching funds for each
project as required by the Arterial Highway Rehabilitation Program Guidelines; and
WHEREAS, the Orange County Transportation Authority intends to allocate funds
for rehabilitation projects within the incorporated cities and the County; and
WHEREAS, the City of Newport Beach will use Arterial Highway Rehabilitation
Program Funding as a supplement to their existing pavement management program; and
NOW, THEREFORE, BE IT RESOLVED THAT:
The City Council of the City of Newport Beach hereby requests the Orange County
Transportation Authority allocate funds in the amounts specified in the City's application to
said City from the Arterial Highway Rehabilitation Program. Said funds shall be matched
by funds from said City as required and shall be used as supplemental funding to aid the
City in the improvement of the following street:
Jamboree Road Rehabilitation Project (from Bison Avenue to University Drive)
Construction Phase
