RECOMMENDATION
Appointments to be made from the nominees to the Boards and Commissions listed below. All
new terms will be effective on July 1, 2002 with an expiration date of June 30, 2006. The
incumbents listed are eligible for reappointment. Voting will be by paper ballot with the results,
including the vote tally, to be tabulated and announced by the City Clerk upon conclusion of the
voting process.

The above nominees were confirmed by the City Council at the meeting of June 11, 2002.
Nominees were selected from applications received and on file in the City Clerk's office.
A copy of all of the applications were included with the agenda packet of June 11, 2002 and is
recycled for your review.
On June 11, 2002 the Council extended the deadline to apply for the current vacancy on the
Library Board of Trustees. The deadline for accepting applications was extended to 4:00 p.m. on
Wednesday, July 3, 2002. Nominations are scheduled for confirmation on July 23, 2002 with the
appointment scheduled for August 13, 2002.

Board of Library Trustees
The Ad Hoc Appointments Committee recommends that the City Clerk be directed to re-
advertise the current vacancy. If approved, the current vacancy will be advertised and
applications accepted until 4:00 p.m. on Wednesday, July 3, 2002.
Following the interview process, the nominations will be scheduled for confirmation by the full
City Council on Tuesday, July 23, 2002, and the final appointment made on Tuesday, August 13,
2002. The new term will be effective immediately.
Once the appointments are made by the City Council, the ad hoc appointments committee will be
dissolved pursuant to Council Policy A -2.
At the regular meeting of the City Council held on April 23, 2002 the Mayor appointed himself
and Council Members O'Neil and Proctor to serve on an ad -hoc Appointments Committee to
review applications and make recommendations to the full Council for the Board and
Commission vacancies scheduled to occur on June 30, 2002.
At the conclusion of the application period (May 15, 2002) the committee reviewed the
applications on file and conducted interviews with selected applicants on Monday, June 3, 2002.
The appointments to fill these vacancies are scheduled for Tuesday, June 25, 2002. All new
terms will be effective July 1, 2002 with an expiration date of June 30, 2006.

Application for Appointed Position
David R. Colley
I am applying for a position on the City Arts Commission because I am interested
in seeing the Arts flourish in Newport Beach. All the residents of Newport Beach
have a right to the finest in options for themselves and their families regarding
the Arts. Newport Beach has a long history of leadership and I am interested in
helping to maintain and grow that reputation.
1 feel I am a strong candidate for this position for a number of different reasons:
Business Experience
My business background is largely in the Health Care Consulting field. After
graduating from Duke University I took a position with Baxter Healthcare
Corporation in Chicago. I received my MBA from the Wharton Business School
of the University of Pennsylvania. I then took a position in the Chicago office of
Booz, Allen and Hamiltion, a worldwide management consulting firm.
In 1994, several partners and I started a health care management consulting firm
called Stamos Associates. This firm began with five employees and by 1997 had
grown to 35 in several offices. I moved to California in 1996 to help start the
West Coast operations of the firm. We decided to sell the organization in 1997 to
Ross Perot of Perot Systems. In partnership with Mr. Perot's team, we formed a
larger health systems consulting practice, headquarted out of Dallas. After a
year with this new organization I chose to end the constant travel inherent in this
career and take a sabbatical from the business world.
In the last two years I have been managing my own portfolio of financial and real
estate investments, and working as an actor. Recently I have joined the financial
planning firm of Waddell & Reed as a Financial Advisor.
I plan on bringing this business background to the City Arts Commission if
appointed. I have been a successful corporate employee as well as
entrepreneur. My leadership skills in growing and managing business have been
rewarded throughout my career. My strong educational background at Duke and
Wharton have given me business skills which allow me to bring a professional
business perspective to the Arts Commission.
Artistic Interests
I have a long history of interest in the Arts. I began playing the clarinet in 4th
grade, and continued playing for almost 20 years. I still manage to take my
clarinet out of the case occasionally and practice a few of my favorite pieces!
I have also performed widely as an actor over the last 15 years. I began in
. college and graduate school productions and have performed regularly for the
last three years. I have performed here in Newport Beach, at the Newport

Theater Arts Center, as Lenny in Neil Simon's Rumors last year. My most recent
show was at the Cast Theater in Hollywood as Jimmy in The Gingerbread Lady.
I am represented by an agent in Los Angeles and am working on adding to my
film and television experience.
I am also an avid audience member of all types of art, including symphonic
music, theater, dance, film and popular music. I would welcome the opportunity
to bring this enthusiasm and experience to the Arts Commission.
Political & Civic Experience
I have a long history of participation in the political process of the communities in
which I have lived. I grew up outside of Washington DC, where my father worked
for the House of Representatives. This early exposure to the political process
fostered my leadership roles in clubs and organizations throughout my life. Most
recently, I have served on the boards of alumni organizations of my two alma
maters and on a national board of a political organization based in Washington
DC. I am comfortable with the political process and understand the
responsibilities involved in serving in a board -level capacity.
Quick Immersion in Newport Beach
Although I only moved to Newport Beach last year, I have taken root rapidly in
the community. I purchased a three -unit building on the Balboa Peninsula and
am living in the upper unit. This commitment to the community has already
introduced me to various aspects of city government and forged relationships
with neighbors. I have encouraged several other professional friends to move
into the area and am happy to report that they are enjoying their new
surroundings as well.
Upon moving here, I also chose to immediately audition and obtain a role in a
Newport Theater Arts Center production. This was a wonderful experience in all
areas: a positive artistic experience, interacting with the strong management
team at NTAC, and the opportunity to become acquainted with members of the
theater community in Orange County.
Summary
In conclusion, I feel that I am a strong candidate for the Arts Commission due to
my business background, experience as an artist and arts patron, and political
acumen and leadership. I would like the opportunity to bring these experiences,
relationships and skills to the Arts Commission. I would like to see a continued
commitment to the arts in our community and an expansion of projects in areas
previously under - developed.

I have lived in the city of Newport Beach for 15 years. In that time I have seen the city
grow and change significantly. Some of these changes have been for the better and
some have, in my view, been detrimental to the quality of live that all of us who live in
Newport Beach value. I am interested in becoming more involved with local government
in Newport Beach and perhaps Orange County. I am currently serving on a Citizen's
committee and I am interested in taking the next step of serving on a Board or
Commission.
This past summer I had the opportunity to participate in the Newport Citizen's Police
Academy. It was an exciting and enlightening experience for me. I learned a great deal
about the day -to -day operations of the police department and the problems the
department faces within the community. In addition, I experienced, firsthand, the other
side of law enforcement; the side that is rarely seen by citizens who rely on the police
for protection. Prior to my participation in the Academy, my experience with law
enforcement was limited to traffic violations that I may have committed and been cited
for. I know now that was an extremely narrow view of a highly complex organization with
many very unique issues confronting it.
One of the Civil Service Board's primary focuses is personnel issues in the police
department and the fire department. As a long -time resident of this community, I am
well aware of what the public perceives as problems with police officers, firemen and
paramedics. As an educator, I work directly with adults, both young and old in learning,
problem solving and discipline. As a graduate of the Citizen's Police Academy, I have a
special appreciation for the people who serve in these very dangerous and •
unappreciated capacities. In my view, I have a very balanced array of experiences, that
if given the opportunity, could serve the community, the police and fire departments
well.

retired. I would like to serve my community by being a member of the planning commis --

Thank you for the opportunity to submit this application for membership on the Parks,
Beaches and Recreation Commission.
I feel I am uniquely qualified to serve on this commission because of my past 20 years'
experience in running a professional property management company. I am a Certified
Property Manager, and my firm is an Accredited Management Organization. My experience
in managing large homeowners' associations and commercial properties with complex issues
of large tree, turf and irrigation problems give me the background to assist with the City's
parks and recreation maintenance problems. I have also had experience with infrastructure
buildings, streets and sidewalks. I have experience working with large, complex budgets that
deal precisely with the aforementioned issues and possess the necessary analytical skills.
I am an avid board and body surfer and have been involved with a number of local sailing
clubs and the Orange Coast College sailing program. I live one block from the beach and
utilize it on a daily basis. I am also a frequent user of the City -owned public tennis courts. I
know the complex issues that need to be dealt with on a fair and equitable basis to benefit all
residents and visitors to Newport Beach's park and beach facilities.

I am a thirty-two year resident of our fine city. I am also a Corona Del Mar High School
graduate in 1973, and alumnus of U.C. Irvine. I opened my law practice in Newport Beach in 1980
and continue to conduct business in Newport Center to this day.
I love our city and would like to participate in its future more directly by working on a board,
commission or committee.
I was recently asked by Jean Watt to j oin the Board of Directors of the Environmental Nature
Center (ENC) on 16°i Street. I have found this opportunity most rewarding and would like to further
assist the community.

rcommunity in which we live if we are to maintain and increase our quality of life and the lives
of others. Community service also means "work ", not just belonging to a particular committee

PLANNING COMMISSION APPLICATION

I would like to continue to serve on the Planning Commission of the City of Newport Beach in
order to do my part to assure that Newport continues to be a wonderful living environment for its
residents.
It is my view that the Planning Commission exists to discover facts, refine issues, interpret and
apply existing City ordinances and carry out the policy of the City Council with respect to land
use matters which come before the Planning Commission. The Planning Commission is not a
policy making body, nor a political body. I have done my best to apply the City codes and
Council policy to the factual situations which present themselves to the Planning Commission,
0 without regard to the popularity of a particular position which I may take. If reappointed, I will

continue operating under the same philosophy. I believe the staff and my fellow commissioners
will confirm that I am always prepared, add to the discussion of issues at hand, make my
positions known collegially and confine my comments to what is relevant, using relatively few
words in the process.
In my application I have used Roland Osgood as one reference. Roland was a fellow member of
my homeowner's association board and has seen me deal with homeowner's issues over a period
of time. The other reference is Terry Hackett who was my law partner in the mid 1970's and
with whom I still have business dealings. Terry likewise can speak to my approach to issue
solving since he has seen me in action for nearly 30 years.
