SUBJECT: California Law Enforcement Equipment Program
RECOMMENDATION:
Approve acceptance of $52,190 from the State of California Law
Enforcement Equipment Purchase ( CLEEP) program.
2. Approve a budget amendment of $52,190 in funds to be transferred from
CLEEP Grant Program Revenue Account number 1820 -4874 to the Police
Department CLEEP Capital Equipment Account number 1820 -9017.
BACKGROUND:
The City of Newport Beach received a grant award for "High Technology"
projects in the amount of $52,190 from the State of California CLEEP Program
October 21, 2001. That funding was deposited into the CLEEP Grant Program
Revenue Account.
DISCUSSION:
The Police Department, over the last seven years, has implemented a City
Council approved, comprehensive Strategic Technology Plan. Part of that
approved plan included an Automated Vehicle Location system (AVL). Although
the plan was approved, no funding was provided for an AVL system.
The Police Department has identified funding for that project from the CLEEP
program. The CLEEP Grant funding was intended to supplement not supplant
existing budgets for "High Technology" projects. The Police Department intends
to spend the funding for enhancing our current mapping program with AVL
technology. Those funds will be used to purchase the following products related
to and in support of that technology:

• Tracking Hardware for Police Vehicles
• Tracking Server Software
• Custom Network Software Interface
• Computer Monitors to View Tracking Software
• Ergonomic Adjustment Arms for Monitors
• Supplemental Stand -alone Air Conditioning Units for Server
CONCLUSION:
Approve acceptance of $52,190 from the State of California Law
Enforcement Equipment Purchase (CLEEP) program.

CLEEP Grant Program Revenue Account number 1820 -4874 to the Police
Department CLEEP Capital Equipment Account number 1820 -9017.
