SUBJECT: UNSCHEDULED VACANCIES ON THE PARKS, BEACHES &
RECREATION COMMISSION AND THE PLANNING COMMISSION; AND
APPOINTMENT BY MAYOR OF AN AD -HOC APPOINTMENTS
COMMITTEE
RECOMMENDATION
1) Accept the resignations of Stuart Macfarland from the Parks, Beaches & Recreation
Commission effective July 11, 2002 (term expires June 30, 2003); and Mike Kranzley
from the Planning Commission effective July 18, 2002 (term expires June 30, 2005);
2) Direct the City Clerk to advertise the vacancies pursuant to Council Policy A -2; and
3) Appoint , , and to serve on the
Ad Hoc Appointments Committee.
BACKGROUND
On July 12, 2002, the City Council received the attached letters of resignation from Stuart
Macfarland from the Parks, Beaches & Recreation Commission and Mike Kranzley from the
Planning Commission.
Consistent with Council Policy A -2, information regarding the vacancies will be submitted to
The Daily Pilot for publication. The deadline for submitting applications will be 4:00 p.m. on
Thursday, August 15, 2002, which will allow the committee time to conduct interviews in order
to submit the names of two nominees for each commission to the full Council on August 27,
2002. The appointment to fill the vacancies is scheduled for September 10, 2002.
The ad -hoc appointments committee will consist of three council members appointed by the
Mayor. Once the final appointment is made by the City Council, the ad -hoc Appointments
Committee will be dissolved.

Dear Mayor Ridgeway and City Council Members:
I regret to inform you of my decision to step down as Commissioner of the Parks, Beaches and Recreation
Commission effective immediately.
My increased career responsibilities and pursuit of my Certified Financial Planner designation are increasingly
demanding my time and not allowing me to devote the proper focus needed to my sub - committees and
monthly meetings. I have tried over the past several months to balance my time accordingly, however have
not been able to fully meet all aspects. I have further been frustrated by other commissioner's personal agenda
that do not align with council policy to benefit our city at large.
I will continue to be an active participant and advocate of city needs and hope you will remain committed to
beautifying our city while balancing its heritage. I look forward to the opportunity of working with you in the
future.

Mayor Tod Ridgeway,
It is with very mixed emotions that I tender my resignation from the Newport Beach
Planning Commission effective at the adjournment of the July I r meeting. The
Kranzley /Saar Family is moving to Wellesley, Ma. It has been an honor and pleasure to
serve as a planning commissioner. Thank you for the opportunity.
