VEHICLE CODE ENFORCEMENT WITHIN JASMINE PARK
RECOMMENDATION:

Introduce Ordinance 2002- authorizing application of California Vehicle Code to
Private Roads in the Jasmine Park Development, and pass to second reading on
August 27, 2002.
DISCUSSION:
In March of this year, the Jasmine Park Homeowners Association submitted a request
to the City Staff Traffic Affairs Committee for Police enforcement of the California
Vehicle Code (CVC) on the private streets in the gated community of Jasmine Park.
Subsequent to the March Traffic Affairs Committee meeting, the Traffic Engineer sent a
letter to the Jasmine Park Homeowners Association outlining the required
improvements that would need to be completed before the City could approve the
request for Vehicle Code enforcement. These improvements have now been completed
by the Association, as noted in their attached letter dated June 27, formally requesting
the City to proceed with the Ordinance.

This is to advise you that all signage work at Jasmine Park is now complete. The following
changes have been made:
1. Installation of 3 No Parking signs on the east side of Hibiscus Court.
2. Installation of a Stop sign at the Sandcastle exit road intersection with Marguerite
Avenue.
3. Painting of the letters STOP and a limit line at the Sandcastle /Marguerite intersection.
4. Removal of the 10MPH speed limit/Children at Play sign at the entry road brick post.
At this time JPHA is requesting that the City move forward with the necessary resolution to
commence formal enforcement of the vehicle code within the Jasmine Park community.
It is our understanding that a resolution will be placed before the City Council for formal
adoption. Please advise the date this resolution will be on the Council's agenda. Also,
please advise if I should plan to attend the meeting.

RE: Jasmine Park Vehicle Code Enforcement
Dear Mr. Russo:
Enclosed is a copy of the Traffic Control Plan for Tract 12245, the original Jasmine Park
development plans. As discussed at the March 13 City Traffic Affairs Committee (TAC)
meeting, there are a few improvements that the Jasmine Park Homeowners Association
will need to complete before the City can approve the request for California Vehicle
Code (CVC) enforcement.
The required improvements are marked on the enclosed plan. They include the following:
1) Installation of "No Parking Any Time" signs at the locations on Hibiscus Court as
indicated on the plan. See the attached sign specification.
2) Install the STOP sign, 12 inch STOP bar and pavement legend at the Marguerite
Avenue intersection as shown on the plan.
3) Remove the "Speed Limit 10 MPH Children at Play" sign at the entrance gate.
4) The existing green and white "Parallel Parking Only" signs at the end of Gardenia
Way and Hibiscus Court can remain.
With the completed improvements, and a letter from the Association, the Public Works
Department will forward the request for CVC enforcement to the City Council. If you

ORDINANCE NO. 2002-
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH AMENDING CHAPTER 12.66 OF THE NEWPORT
BEACH MUNICIPAL CODE TO APPLY PROVISIONS OF THE
CALIFORNIA VEHICLE CODE TO PRIVATE ROADS IN THE JASMINE
PARK DEVELOPMENT
The City Council of the City of Newport Beach does hereby ordain as follows:
SECTION 1: Section 12.66.094 of the Newport Beach Municipal Code is to read as
follows:
12.66.094 Application of Vehicle Code to Private Roads in the Jasmine Park
Development.
The provisions of the California Vehicle Code shall apply to the following private
streets in the Jasmine Park Development in the City of Newport Beach:
Hibiscus Court Gardenia Way Sandcastle Drive
SECTION 2: The City Clerk shall cause the same to be published once in the official
newspaper of the City, and it shall be effective thirty (30) days after its adoption.
SECTION 3: This ordinance was introduced at a regular meeting of the City Council
of the City of Newport Beach held on the 1r day of August, 2002, and adopted on the
day of , 2002, by the following vote, to wit:
