Subject: Budget Amendment to Expand The Department's Efforts in Inspecting Fuel
Modification Areas in Newport Coast
RECOMMENDATION
Authorize Budget Amendment, transferring $40,000 from General Fund unappropriated revenues
to account 01- 2330 -8080, to fund the expanded efforts of the Fire Department to survey fuel
modification areas in Newport Coast.
BACKGROUND
Following the 1993 Laguna Beach wildland fire disaster, the Fire Department increased its fire
inspection and brush clearance efforts in Newport Beach. As part of the first phase of these
expanded efforts, the Department brought in an outside expert in brush clearance and fuel
modification to survey all areas in Newport Beach that were adjacent to wild land areas prone to
brush fires. We now have a comprehensive digital map of our wildland/urban interface areas,
complete with detailed computer -aided drafting (CAD) images of each parcel and a prescription
for each parcel to meet our fire inspection standards. These parcels are inspected on an annual
basis and, if necessary, the property owner is directed to bring the property into compliance with
our standard. We believe these efforts have led to a safer environment for our wildland/urban
interface property owners and their families.
As part of the 2001/02 Newport Coast Annexation Budget process, the City Council authorized
$25,000 for research and preparation to begin the survey and documentation of Newport Coast.
These funds were carried over to the current fiscal year and a contract for this work was awarded
to David Evans and Associates. It is nearly complete and cost $28,000; $3,000 in excess of our
budgeted allocation.
As part of the 2002/03 Budget process, the City Council allocated $25,000 to account 01 -2330-
8080 to begin the survey and documentation for five of twenty designated fuel modification areas
in Newport Coast. A second contract was awarded to David Evans and Associates to survey these
five areas and is expected to be completed at a cost not to exceed $33,000; $8,000 in excess of
our budgeted allocation.
Both of these contract overruns approvals are within the limits of the City Manager's authority.
This was the first year of what was proposed to be a five -year program. However, in light of the
wild fires that have already plagued Southern California and our need to initially document the
current conditions in Newport Coast prior to our beginning the inspection and enforcement
process, we feel we should accelerate this program.
We would like to complete the survey and documentation of the remaining 15 fuel modification
areas during this fiscal year. We have received two proposals to complete this work:
David Evans and Associates
Dudek and Associates, Inc.

With this budget amendment, the City Manager can award the new contract to Dudek and
Associates in the amount of $29,000. We would then develop the electronic database of the
survey information and the CAD images for insertion into our City's Geographical Information
System as part of next fiscal year's budget. This is estimated to cost approximately $50,000 in
Fiscal Year 2003/04.
FISCAL IMPACT
The $40,000 budget request will fund the original David Evans & Associates contract overrun of
$3,000, the subsequent David Evans and Associates potential contract extension of $8,000, and
the new $29,000 contract with Dudek and Associates
