SUBJECT: July 4th West Newport Beach Safety Planning Committee
ISSUE:
Does the City Council desire to establish a July 4th West Newport Safety Planning
Committee? If so, does the City Council agree with the recommended makeup of the
proposed committee?
RECOMMENDATION:
Approve the formation of the "July 4th West Newport Safety Planning Committee,"
determine the appropriate makeup of the Committee through the adoption of the
attached resolution, and make the City Council appointments.
BACKGROUND:
At the August 27th Study Session, the City Council listened to a presentation by Chief
Bob McDonell regarding the enforcement activity required of this summers July 4th
celebration in West Newport. A short video accompanied the presentation and served
as a vivid reminder of the huge influx of young people who flock to West Newport to
party and the potential they present for serious confrontation with our law enforcement
personnel, as well as other related impacts on public safety for the community.
After the presentation, several West Newport residents spoke and requested Council
take strong measures to tone down the event, in order to allow residents the opportunity
to enjoy the day. Paul Watkins, representing the West Newport HOA, recommended a
committee be established with Council involvement to develop and implement new
ways of managing the celebrants and to bring more safety and order to the day. The
City Council expressed unanimous support for such a committee and directed the City
Manager to bring a committee - forming resolution to Council for action on September
10th.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF NEWPORT BEACH
ESTABLISHING A COMMITTEE TO PLAN AND COORDINATE
4T" OF JULY SAFETY MEASURES
WHEREAS, previous 4th of July events have resulted in many
thousands of visitors coming to Newport Beach to celebrate the holiday; and
WHEREAS, the 4th of July events have resulted in numerous arrests
for illegal behavior, which have taxed local enforcement resources; and
WHEREAS, the residents of the West Newport area deserve
measures which will ensure the protection and enjoyment of their properties;
and
WHEREAS, 4th of July safety measures for the community can best
be accomplished through a joint planning effort comprised of West Newport area
citizens, Council Members, legal staff, Police Department officials and other City
staff.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Newport Beach does hereby establish the July 4th West Newport Safety
Planning Committee to be comprised of the following membership:
1. Two (2) Newport Beach City Council Members, one of whom
will represent Council District #2;
2. The City Attorney or his representative;
3. Three (3) members of the West Newport Beach Association;
4. Two (2) Police Department staff appointed by the Police
Chief,
5. No more than two (2) other residents appointed by the
Mayor who may possess an expertise which would be
beneficial to the Committee.
BE IT FURTHER RESOLVED that the July 4th West Newport Safety
Planning Committee shall have the following duties and responsibilities:
a. Identify the legal parameters within which the Committee
needs to focus its planning;
b. Identify measures which minimize lawless behavior and
provide the greatest degree of personal safety to local
residents, their properties and to visitors;
C. Recommend appropriate measures to the Council for
immediate implementation and public dissemination well in
advance of July 4th of each year;
d. Plan for the coordination of resources to maximize their
effectiveness.
BE IT FURTHER RESOLVED that the July 4th West Newport Safety
Planning Committee shall:
a. Be subject to the Brown Act;
b. Have its meetings duly noticed to the public;
C. Be established as an on -going Committee until such time as
the need for the Committee no longer exists.
