SUBJECT: UNSCHEDULED VACANCIES ON THE CITY ARTS COMMISSION
RECOMMENDATION
Confirm the four (4) nominations as presented by the Ad Hoc Appointments
Committee to fill the two (2) unscheduled vacancies as a result of the resignations of
Pamela Nestande and Jeffrey Gould from the City Arts Commission and schedule the
appointments to be made on October 22, 2002. The successful applicants will be
appointed to fill the balance of the unexpired terms, which expire on June 30, 2005.
BACKGROUND
At the Regular Meeting of August 27, 2002 the City Council accepted the resignation of
Jeffrey Gould and directed the City Clerk to advertise the vacancies pursuant to Council
Policy A -2. Mayor Pro Tern Bromberg and Council Members Adams and Heffernan
were appointed as the Ad Hoc Appointments Committee. Subsequent to that action,
the City Council received a letter of resignation from Pamela Nestande, therefore on
September 10, 2002 the Council accepted her resignation and directed the City Clerk to
incorporate the filling of this vacancy with the process that was in progress at the time.
The deadline to apply was Thursday, September 19, 2002. At the conclusion of the
application period the applications were forwarded to the committee for their review
and interviews were scheduled for Friday, October 4, 2002.

SUBJECT: UNSCHEDULED VACANCY ON THE CITY ARTS COMMISSION
RECOMMENDATION
By a two- thirds vote of the members present at the meeting, the City Council must first
determine that there is a need to take immediate action and the need for action arose subsequent
to the posting of the agenda. If approved by a two- thirds vote, the Council will need to take
action on the following recommendations:
1) Accept the resignation of Pamela Nestande from the City Arts Commission effective
September 10, 2002 (term expires June 30, 2005) and declare the position vacant; and
2) Direct the City Clerk to include the filling of this vacancy with the recruitment process
currently in progress to fill the seat recently vacated by Jeff Gould.
BACKGROUND
On September 9, 2002, Jana Barbier, Arts Coordinator, informed the City Clerk of Pamela
Nestande's resignation from the City Arts Commission effective September 10, 2002. Ms.
Nestande has indicated that her official letter of resignation is forthcoming.
The City Clerk's office is currently in the process of accepting applications for the City Arts
Commission as a result of the resignation of Jeff Gould, therefore it makes sense from a timing
point of view to fill both vacancies concurrently. The deadline for submitting applications has
been set for 4:00 p.m. on Thursday, September 19, 2002, which will allow the committee time to
conduct interviews in order to submit the names of four nominees to the full Council on October
8, 2002. The appointments to fill the vacancies is scheduled for October 22, 2002.
On August 27, 2002 the Mayor appointed Mayor Pro Tern Bromberg and Council Members
Adams and Heffernan to the Ad Hoc Appointments Committee.

RECOMMENDATION
1) Accept the resignation of Jeffrey Gould from the City Arts Commission effective August
16, 2002 (term expires June 30, 2005);
2) Direct the City Clerk to advertise the vacancy pursuant to Council Policy A -2; and
3) Appoint , , and to serve on the
Ad Hoc Appointments Committee.
BACKGROUND
On August 16, 2002, the City Council received the attached letter of resignation from Jeffrey
Gould from the City Arts Commission.
Consistent with Council Policy A -2, information regarding the vacancy will be submitted to The
Daily Pilot for publication. The deadline for submitting applications will be 4:00 p.m. on
Thursday, September 19, 2002, wluch will allow the committee time to conduct interviews in
order to submit the names of two nominees to the full Council on October 8, 2002. The
appointment to fill the vacancy is scheduled for October 22, 2002.
The ad -hoc appointments committee will consist of three council members appointed by the
Mayor. Once the final appointment is made by the City Council, the ad -hoc Appointments
Committee will be dissolved.

Dear Mayor Ridgeway;
It has been my pleasure to serve on the Arts Commission since 2001, but as I have
accepted a new job in Paso Robles, CA, I must regrettably leave Newport Beach and
resign my post. In the year that I have served on the Commission, we have worked to
improve the quality of life in our city, deliver top quality Arts programming to the
residents, and also to improve the visibility and effectiveness of the Arts Commission in
Newport Beach. I believe that our Commission has made effective progress in all of
these areas, and I am confident that further successes are in store for the Commission and
our city.
Unfortunately, due to the nature of my new position as a music instructor in the public
schools, my relocation is taking place immediately. I would greatly prefer to finish my
term as Commissioner, but regrettably, that is not possible. In light of the expanding
activities and responsibilities of the Arts Commission, it is my hope that a replacement
can be found to fill the seat that I must vacate. The volunteer Commissioners donate a
considerable amount of time, and full membership on the Commission is essential to
spread the workload.
It has been my honor to serve at the pleasure of the City Council and for the residents of
Newport Beach. I appreciate the opportunity to serve, and I wish the best in the future to
