SUBJECT: INSTALLATION OF A STOP SIGN ON PORT SEABOURNE WAY AT
NEWPORT HILLS DRIVE EAST.
RECOMMENDATION:
Adopt Resolution No. 2002- requiring all traffic on Port Seabourne Way to stop
at Newport Hills Drive East.
DISCUSSION:
Residents of the Harbor View and Newport Hills neighborhoods have requested
additional traffic control at the intersection of Port Seabourne Way and Newport Hills
Drive East. Newport Hills Drive East is a through street while Port Seabourne Way
ends at this intersection. Presently there are no traffic controls on any of the three
approaches.
Traffic Engineering Staff has studied the intersection, considered traffic volumes, sight
distance, and accident history. The study supports installing a STOP sign for the
eastbound approach of Port Seabourne Way at the intersection of Newport Hills Drive
East. Adequate sight distance exists for the prevailing speeds on Newport Hills Drive
East and there have been no reported traffic collisions in the past five years at this
intersection.
Staff recommends installing a STOP sign at this intersection to reduce possible
conflicts between vehicles turning from eastbound Port Seabourne Way onto
northbound and southbound Newport Hills Drive East with vehicles traveling along
Newport Hills Drive East.

RESOLUTION NO. 2002-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH REQUIRING VEHICLES TRAVELING
ON PORT SEABOURNE WAY TO STOP AT NEWPORT
HILLS DRIVE EAST
WHEREAS, Section 12.36.010 of the Newport Beach Municipal Code provides
that whenever any ordinance or resolution of this City designates and describes any
intersection at which vehicles are required to stop at one or more entrances thereto, the
City Traffic Engineer shall erect and maintain STOP signs at the entrances of each
intersection where a stop is required; and
WHEREAS, it has been determined that there is a need for intersection control
on Port Seabourne Way in the City of Newport Beach;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Newport Beach, that the following described location is hereby designated as a location
at which vehicles are required to stop:
On Port Seabourne Way at Newport Hills Drive East
BE IT FURTHER RESOLVED that the City Traffic Engineer be and hereby is
directed to erect and maintain all necessary signs at the above locations.
