ISSUE: Reposition current EDC member to vacant position; and fill two current vacancies on the Economic Development Committee. RECOMMENDATIONS: 1. Reposition current Old Newport Boulevard area representative Gregg Schwenk to Member -at- Large; and 2. Appoint John Blom as the Corona del Mar BID representative; and 3. Appoint Brion Jeannette as the Old Newport Boulevard area representative. DISCUSSION: Background: At their meeting of November 20th, 2002, the Economic Development Committee (EDC) recommended that current Old Newport Boulevard area member Gregg Schwenk be formally repositioned as a Member -at- Large. The EDC also nominated two new members: John Blom to succeed the retiring Don Glasgow as Corona del Mar Business Improvement District (BID) representative; and local architect Brion Jeannette as Old Newport Boulevard area representative. EDC Vacancy Nomination Report November 26, 2002 Page 2 The EDC recommendation for the repositioning of Mr. Schwenk and the appointment of Mr. Jeannette are made following the resignation of former EDC Member -at -Large Ron Baers, who has begun a yearlong sabbatical away from the City. Mr. Blom has recently been elected as Chairman of the Corona del Mar BID Advisory Board; his custom photography studio is located on East Coast Highway within the CdM commercial village. An active member of both the Corona del Mar and Newport Harbor Area Chambers of Commerce, Blom has been an active community volunteer and leader, and has maintained a business in Newport Beach since 1979. He has been a member of the BID Advisory Committee since the organization's beginnings in 1997. Mr. Jeannette has maintained an architecture practice, currently located on Old Newport Boulevard, within the City since 1974. Jeannette is active in both community and professional activities, and is dedicated to the promotion of energy conscious design at both the local and state level. Mr. Jeannette has been active in both the Environmental Quality Affairs Committee and the Building Code Board of Appeals (BBA). Mr. Jeannette currently serves on the BBA, which meets, on average, three times per year. City Council Policy A -2 (Board and Commission Appointments) provides that "appointees shall serve on only one standing City Board, Commission, or Committee at any time... ". The policy goes further, however, to provide that "this provision may be waived by a majority vote of City Council." Mr. Jeannette's particular knowledge of the building industry and design profession has served him well as a member of the BBA, and it will bolster the membership characteristics of the EDC, who —with the departure of Mr. Baers —have lost their only member of the architectural community. It is EDC staffs recommendation that the City Council should waive the provision and allow Mr. Jeannette to hold a position on the EDC. Three children: Mara Schantz, married to Tim Schantz, has 2 boys, Nicholas 3 '/z and John Henry 1 She was an attorney but didn't like it and now she's a photographer, specializing in children. They live in Phoenix, AZ. Emily Carroll, married to Chad Carroll, has 1 daughter, Rachel, 3 '/Y with another due in late May. They also live in Phoenix. She is also a photographer and is recognized as Phoenix's hottest new wedding photojournalistic wedding photographer. Jeannette, Architect, AIA Architect and President of Brion Jeannette Architecture an architectural firm established in Newport Beach in 1974 employing a team of professionals with varying areas of expertise. Work includes: • Most notably the firm is singled out for hundreds of unique custom homes throughout California's coastline, but has enjoyed commissions in Nevada, Oregon, Washington. Montana, New Hampshire and international locations. Most published of these are: Aliso Rock House, Gucci —Villa Camello, Gillette Mansion, Portabello (a coastal estate) and Villa Sul Mare (the previous residence of Ozzie & Harriet). International projects include: custom estate for Sultan of Brunei. Sheiks in Saudi Arabia and an estate on an island off Croatia. • Custom home projects range in scope from 2,000 square feet cabins to 60,000 square foot custom estates, major remodels to town planning. • County libraries ( Aliso Viejo, Rancho Santa Margarita, Crown Valley Parkway) and many library remodels and additions, city hall, sheriff and fire stations, city's corporate yard, community centers, medical buildings, animal hospital, ship yard, art gallery. television station, corporate headquarters, bank/headquarters, restaurants, religious buildings, preschools and private schools, and numerous other user oriented commercial buildings. Brion was recognized early in his career for his dedication to energy conscious design. He was called upon by the State of California Energy Commission to help them author and create our current Title 24 energy laws. The California Council of American Institute of Architects awarded special to Brion for creating an architectural committee that works directly with FEMA during earthquake or other natural disasters. He continues as chairman for the AIA Post Earthquake Assessment Committee and was responsible for the Orange County Damage Assessment Team's response and assistance during the 1994 Northridge earthquake. It is Brion's coordinated effort in Orange County that creates a coalition between city government, emergency services and the AIA. His expertise on earthquake preparedness for new and retrofit construction is of significant benefit to the AIA and his clients. He has served on the National AIA Energy Committee and continues to serve on the Codes Committee of the California Council, AIA. He is chairman of the Orange County AIA Architectural Practices Committee, monitoring licensing violations. Brion has served on the City of Newport Beach Citizen's Environmental Quality Advisory Committee, chaired the Newport Beach Construction Appeals Commission where he continues to serve as a member along with numerous other city advisory committees. Brion's work and exciting career have been widely published in books, magazines, and newspapers. Mr. Brion Jeannette is an advisor to the architectural programs at UCI, Orange Coast College and Saddleback College and is frequently a guest lecturer at both scholastic and professional conferences. Brion is responsible for hundreds of sensitive, quality projects throughout California, Nevada, Oregon, Montana, Connecticut, Washington and various locations internationally.
