RECOMMENDATION: Approve Budget Amendment No. 15BA -025 to accept the OneOC grant, increase revenue estimates by $13,700 in account 4395 -5901, and increase expenditure appropriations by the same amount to Division 4395 ( Tidepools). FUNDING REQUIREMENTS: This budget amendment records and appropriates $13,700 in additional revenue from OneOC, formerly the Volunteer Center of Orange County, and $13,700 in increased expenditure appropriations. The revenue will be posted to the Tidepools Private Donations account in the Recreation & Senior Services Department, 4395 -5901, and corresponding expenditures will be recorded to the Tidepools Division 4395 in the Recreation & Senior Services Department as indicated below: Salaries - Seasonal Medicare Retirement Part- Time/Temp Salary & Benefit Subtotal Special Dept. Supplies NOC Total Account Expenditure 4395 -7030 $ 3,300.00 4395 -7425 47.85 4395 -7460 123.75 3,471.60 4395 -8260 10,228.40 $13,700.00 13 -1 DISCUSSION: A grant from OneOC, formerly the Volunteer Center of Orange County, represents a specific gift to add support to current volunteer efforts with the Western Snowy Plover Stewardship program. Biologists estimate that no more than 2,270 Snowy Plovers breed along the entire Pacific Coast of the United States. The species' decline has been attributed to the loss of nesting habitat, human disturbance, and encroachment of invasive plants on nesting grounds and predation. A photo of a Plover is Attachment B. Newport Beach supports a small wintering and breeding population of these birds on the Balboa Peninsula. This grant aids in the monitoring of this population with public education efforts. By expanding current monitoring and providing better tools for monitors, staff will improve efforts to identify and protect nesting birds. Funds from this grant will be used to purchase equipment (such as cameras, spotting scopes, and binoculars), conduct volunteer training and community meetings, as well as to produce a brochure and other outreach materials. Some of the staff hours will be used to review, and synthesize data collected by volunteer monitors. ENVIRONMENTAL REVIEW: This action is not subject to the California Environmental Quality Act ( "CEQX) pursuant to Sections 15060 (c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
