This project, if completed as proposed, would result in the loss through fill activities of approximately 600 square feet of intertidal and subtidal marine habitat. We feel this project has serious implications to the future of Newport Bay, if a permit is issued. First, the'applicant has not demonstrated a justifiable need for the proposed fill other than a.desire on his part to transform a portion of his property, which historically has been submerged, to dry land. Secondly, and perhaps more important, are the potential long term impacts of the project, if it is permitted. Other property owners could view this project, if constructed, as a means for them to also increase the size of � their property. The cumulative impacts of multiple projects similar to the one proposed in this Public Notice could have significant adverse impacts on the marine resources of Newport Bay. We, therefore, recommend that a permit not be issued for this project.
