SUBJECT: IRVINE TERRACE VALVE REPLACEMENT — REJECT BIDS FOR
CONTRACT NO. 3643
RECOMMENDATION:
Reject the bid received for Contract No. 3643 and authorize staff to re- evaluate project
design and re- advertise the project at a later date.
DISCUSSION:
At 10:00 a.m. on February 24, 2004 the City Clerk opened and read the following bids
for this project:

$264,350.00
$269,621.00
$364,470.00
$371,140.00
$374,190.00
This project provides for the replacement of all of the water valves located within the
Irvine Terrace Tract. The existing water valves were installed with the original water
main in 1953 and no longer close effectively. The low total bid amount is 25 percent
above the Engineer's Estimate of $211,000.
Because the cost of the project was so much higher than anticipated, a re- evaluation of
the project scope is warranted. In addition, another area of valve replacement is planned
for next fiscal year. By combining the two projects into one, a cost savings could be
realized in both construction and administration costs in one larger project.
Staff recommends rejecting all bids, re- evaluating the project limits and re- bidding the work
for construction next fiscal year.

Environmental Review:
The project was determined to be exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15302 of the CEQA Implementing Guidelines. This
exemption covers the maintenance and alteration of existing public facilities with
negligible expansion of the facilities in areas that are not environmentally sensitive.
