Balboa Boulevard, a notification for the maintenance dredging of 225 cubic yards of sand and silt material by hydraulic suction and disposal of the dredged material at an adjacent beach replenishment area. Based on the furnished information, we have determined that the proposed maintenance dredging activity complies with the terms and conditions of Permit No. 89-211- GS provided that Ms. Lumpkin's contractor does not exceed the maximum dredging design depth of -5 feet MLLW with a maximum allowable overdepth of -1 foot. Please note that the drawing enclosed with the notice indicated that the proposed dredge depth is -6 feet MLLW. Dredging to this depth is not authorized under the terms and conditions of Permit No. 89- 211-GS. As noted above, dredging to a design depth of -5 feet MLLW is authorized. The maximum overdepth of -1 foot is to allow for situations that may be difficult to control on the part of the City or the property owner's contractor. Dredging to a design depth of greater than -5 feet MLLW would be a violation of the terms and conditions of Permit No. 89-211-GS. If desired, approve the application subject to the conditions listed in the staff report of September 8, 1980 (attached). Discussion: - On September 8, 1980, the Marina Department received a telephone call from a Mrs. Bradford indicating she was the property owner at 1316 E. Bay, the property that is adjacent to the applicant's property. Mrs. Bradford stated she had some reservations about the applicant's planned revision and would like to go on record by a letter to the Marine Department stating the specifics. The applicant was contacted and agreed to have the application continued so that this matter could be resolved. The staff has received no correspondence from Mrs. Bradford, nor have they been able to contact her. Staff has again reviewed the project in the field and sees no reason to alter the original recommendation of approval, if desired. Discussion: The prior approval of the City Council is required on this application be- cause the float, as revised, will not conform to the standard harbor draw- ings. The applicant wishes to revise the existing structure which currently con- sists of a rectangular float 10' x 20'. This float will be reduced to a 5' x 20' rectangular float and a 3' x 32' hold -off float will be installed five (5) feet from themost westerly property line,. This new configuration will allow the applicant a more secure berthing space for their vessel than the current 10' x 20' float provides.
