SUBJECT: Department of Conservation Grant Funding Request
Issue:
Should the City submit a grant application to the California Department of Conservation
Recycling Division for $22,197 to continue annual litter abatement programs at City
• beaches and parks?
Recommendation:
Authorize the General Services Director to submit a grant application to the California
Department of Conservation Recycling Division in the amount of $22,197.

Background:
Pursuant to Section 14581(a)(4)(A) of the California Beverage Container Recycling and
Litter Reduction Act, the Department of Conservation's Division of Recycling is required
to distribute a total of $10,500,000 to eligible cities and counties for beverage container
recycling and litter cleanup activities during Fiscal Year 2004 -05.
Beginning in 2000 and each year thereafter, the Department of Conservation (DOC) will
provide the City with a Funding Request Form, which specifies the amount of funds the
City is eligible to receive. Funding amounts for each jurisdiction are calculated by the
DOC based on each jurisdiction's respective population. At this time, the City is eligible
for $22,197 in the current grant cycle.
• The available funds may be used only for programs with a primary emphasis on
collection and recycling of beverage containers or litter abatement in public places or
other related activities involving the recycling of beverage containers. To receive the

appropriated funds, the City must submit a completed Funding Request Form. The City
is also required to adopt a resolution designating a City official to prepare and execute
any necessary documents to implement the proposed activities.
The attached Funding Request Form proposes to use the funds to pay labor and some
supply costs for litter abatement in public areas. The abatement areas will include the
Newport and Balboa Piers and Corona Del Mar Main Beach. Litter will be removed from
these beach areas including the adjacent parking tots, sidewalks, grass areas,
commercial districts and some City park locations during the summer months. The
General Services Department will administer the program, which involves hiring
temporary employees to work full -time shifts during the peak visitor period of Memorial
Day through Labor Day.
Workers will be scheduled to work weekday or weekend shifts. The available funding is
sufficient to employ seven temporary part -time workers for a period of approximately
twelve weeks.
A resolution adopted by the Council in May 2000 that authorized the General Services
Director to execute all forms necessary for the purposes of securing the grant payments
will satisfy the current resolution requirements. .

Our goal is to implement litter abatement at City beaches and parks and collect 1,200 lbs. per week.

The pounds of waste collected in the grant litter abatement areas will be recorded. MRF recycling rates will be applied
to the total waste collected to determine the beverage container recycling rate.
2001/2002 and 2002/2003 EVALUATION: Briefly describe the measurable outcomes achieved after

recycled as measured by prelpost tonnage reports was Increased by 15% as compared to the previous year. 2) Beverage container
rec cling_awareness as measured by re/ st consumer sxirve s was increased by 25% due to our outreach efforts at sports venues.
An estimated 28,800 pounds of waste was collected through the litter abatement program during fiscal years 2001/2002
and 2002/2003. Based on MRF recovery rates for plastics and aluminum, a total of 600 pounds were recycled through
the grant funded litter abatement program.
