CONSENT CALENDAR
Notice to the Public
All matter(s) listed under CONSENT CALENDAR (Item 1 and 1 B) is considered by the Commission to be
routine and will all be enacted by one motion in the form listed below. The Planning Commission Members
have received detailed staff reports on each of the items recommending an action. There will be no
separate discussion of these items prior to the time the Commission votes on the motion unless members
of the Commission, staff or the public request specific items to be discussed and /or removed from the
• Consent Calendar for separate action.
Members of the public who wish to discuss a Consent Calendar item should come forward to the lectern
upon invitation by the Chairman, state their name and Consent Calendar Item number.
ITEM NO. 1.
SUBJECT: Minutes of the adjourned and regular meeting of March 4, 2003.
ACTION: Approve as written and order filed.
HEARING ITEMS:

SUBJECT John Secretan

SUMMARY: Request an amendment to Use Permit No. 2001 -040, to allow the restaurant portion
of Zinc Cafe and Market to extend its hours of operation to 10:00 p.m., seven days a
week and to allow the establishment to operate with a Type 41 (On -Sale Beer and
Wine Eating Place) License, pursuant to the Alcoholic Beverage Outlet Ordinance
(ABO).
ACTION: Approve the proposed amendment to Use Permit No. 2003 -038 (PA2003 -225) by
adopting the draft resolution attached to the staff report.

SUBJECT Local Coastal Program (LCP) Land Use Plan — LCP Amendment No. 2004 -001
(PA 2003 -093)
ACTION: Conduct the public hearing; adopt Resolution recommending approval of LCP
Amendment No. 2004 -001 to the City Council.

SUBJECT: Planning Commission Agenda —March 18, 2004
Report of the actions of the Planning Commission Meeting:
Item 1: The minutes of the March 4, 2004 meeting were approved as amended. (6
Ayes, 1 Absent)
Item 2: An amendment to Use Permit No. 2001 -040 for Zinc Cafe (PA2003 -225), 3222
E. Coast Highway, was approved and is subject to appeal or call up by the City
Council. (5 Ayes, 2 Noes)
The applicant requested approval of an extension of evening hours of operation
for food service to 10 PM, and also to allow the service of beer and wine in
association with the service of food. The Planning Commission approved the
amendment, but reduced the extension of evening hours to no later than 8:30
PM (8:00 PM last seating), due to a concern about the adequacy of parking in
the vicinity of the business. The original approval of a parking waiver was based
on the limited hours of operation.
Item 3: The Local Coastal Program, Land Use Plan Update (PA2003 -093), was
continued to April 22, 2004. (All Ayes)
The Planning Commission received a large number of comments and
requests for consideration of wording changes in the document, and directed
staff to analyze and make recommendations on the requests.
