SUBJECT: MARINERS PARK TENNIS COURTS — REJECT ALL BIDS FOR
CONTRACT NO. 3662
RECOMMENDATION:
Reject all bids received for Contract No. 3662 and authorize staff to re- evaluate project
design and re- advertise the project at a later date.
DISCUSSION:
This proposed project is for the construction of new tennis courts at Mariners Park to
replace the courts to be demolished for the construction of the Mariners Library. This
project also constructs new transformers to provide power for the Fire Station, existing
Library, the proposed tennis courts and the proposed new Mariners Library.
At 11:00 a.m. on April 1, 2004 the City Clerk opened and read the following bids for this
project:

The low total bid amount is 62 percent above the Engineer's Estimate of $222,000.00.
Several factors may have contributed to the higher than anticipated bids. Very few
contractors pulled construction documents during the bid period and only two contractors
submitted bid proposals. A comparison of the bids shows unbalanced bids for specific
items. In addition, there are some unusual aspects to the project involving coordination
with SCE for the installation of the future library's electrical facilities that may have led to
inflated costs.
Several actions can be taken to reduce costs. There may be significant costs savings
realized by simplifying the design for the tennis court subgrade, changing the slab
construction methodology, and reevaluating the corrosion coatings to be used on the chain
link fence system. The design documents may need to further clarify and detail the work

required for the electrical items. When the project is re- advertised, potential contractors
will be actively noticed.
Staff is also considering bundling the tennis court project with library project and bidding
both as one project. The Mariners Library project is projected to advertise on May 31,
2004 with a bid opening on July 2, 2004. Council could award this project at the July 13,
2004 meeting with construction probably beginning in August. This approach could realize
significant savings for constructing the tennis courts by combining the demolition, grading,
electrical work and landscaping under a single contractor. Two contracts would be signed
with the selected contractor to facilitate the tracking of expenditures. There is a negative
impact for every day the tennis court construction is delayed. Tennis classes may have to
be cancelled in the fall because alternative school courts will not be as freely available
when school is in session. While the Recreation Department will prepare alternative plans,
Mariners is the only location with well -lit courts.
Staff recommends rejecting all bids, re- evaluating the design, and re- bidding the project,
either as a stand -alone project or bundled with the library project, for construction in
August 2004.
Environmental Review:
The project was determined to be exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15302 of the CEQA Implementing Guidelines. This
exemption covers the maintenance and alteration of existing public facilities with
negligible expansion of the facilities in areas that are not environmentally sensitive.
