19 - GPAC Refilling of Vacancies
CITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 19 April 13, 2004 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: City Manager's Office Tamara J. Campbell, AICP, Senior Planner 644 -3238 tcampbeli (ED city. newport- bea ch. ca. us SUBJECT: Refilling of Vacancies on the General Plan Advisory Committee RECOMMENDATION: Appoint nominees as recommended by the General Plan Update Committee. • DISCUSSION: In January 2004, the City Council considered the refilling of four vacancies on the General Plan Advisory Committee. At that time, the City Council appointed candidates from the original pool of applicants and directed staff to conduct a new recruitment since original applications were over two years old. Staff prepared two advertisements for the Daily Pilot and sent letters to previous applicants announcing the new recruitment. In addition, the Mayor made announcements calling for applications at two City Council meetings. We received 8 new applications. Since January, four more vacancies have occurred on GPAC. Peter Oeth, the Environmental Quality representative, and Ernie Hartchell and James Schmiesing, both District 7 at -large representatives, submitted letters of resignation. Due to redistricting, District 3 has become under represented by one member. After comparing all of the newly submitted and active 'old" applications with vacant positions, it was determined that there were 12 eligible candidates for these positions. A list of the candidates eligible for the vacant seats, and a list of all new applicants, and copies of their applications are attached. Potential candidates will be evaluated at a GPUC meeting on April 12, 2004. An oral presentation will be provided at the Council meeting regarding the recommended candidates.
