Approve acceptance of public donations in the amount of $91,500 into Police . Donations Account #1820 -5901 and increase revenue estimates by this amount. 2. Authorize an appropriation of $84,498.14 to Patrol Equipment, NOC Account #1830 -9300 and approve the expenditure of funds to purchase 55 HeartStart Defibrillators from the American Red Cross. DISCUSSION: The Police Department was approached by several concerned citizens and Community groups who indicated an interest in donating money to assist the Department purchase Automatic External Defibrillators (AED's) for all marked police units. The AED's can provide critical assistance in the case of a heart attack and will provide all of our field personnel the ability to quickly apply this technology within moments of their arrival at such an event. In the days that followed, donations were received totaling $10,500 from Earl Fusselman (a Police Volunteer), Sandy and Rob Meadows (Sandy is also a Police Volunteer), Bob Greenberg, and the Newport Harbor American Legion Post #291. The Dwight Manley family and the Karl Malone family donated the remainder of the funds necessary for this entire project, an additional amount of $81,000 for a total donated of $91,500. The Police Department obtained three quotes for the purchase of the HeartStart OnSite AED's. The American Red Cross provided the lowest of the three quotes. For the purchase of the AED's, mounting and storage equipment, batteries and training guides, • the Red Cross provided a quote of $78,420.55 plus sales tax of $6,077.59 for a total of SUBJECT: Acceptance of Funds and Authorization to Purchase AED Devices April 27, 2004 Page 2 $84,498.14. Phillips Medical Systems and Davis Medical Electronics provided the other quotes. Their quotes were $86,241.21 and $118,715.72 respectfully. Based upon this information, the Police Department recommends the purchase of the AED's and related equipment from the American Red Cross. The donors concur with the recommendation. Vickie Cleary, Emergency Medical Services Manager with the Fire Department and Lloyd Whisenant, First Aid /CPR Instructor for the Police Department, examined the various AED devices available and determined the HeartStart AED units to best meet the requirements of the Police Department. These devices are easy to use, technically advanced and simplify the training and operational needs for the Department's field personnel. The remaining $7,000 will be used to purchase adaptive devices for infants and small children along with other related ancillary equipment upon completion of the required training in the near future.
