The Arts Commission, established over 30 years ago, acts in an advisory capacity to the City Council in all matters pertaining to artistic, aesthetic, historical and cultural aspects of the City. Our mission is to promote and support a wide range of accessible cultural programs, activities and facilities to address the needs and interests of residents and visitors in the Newport Beach community. We have prepared the following report to bring you up to date on our recent activities. 2003 -2004 COMMISSION OFFICERS Chair: Kathy Harrison Vice Chair: David Colley Secretary: Kirwan Rockefeller CULTURAL PROJECTS AND PUBLIC PROGRAMS ■ Concerts in the Parks The Concerts in the Parks subcommittee works with staff to audition and secure talent, promote and produce the summer concerts in the parks series. 2003 -2004 Chair: David Colley; Members: Kathy Harrison and Lyn Belasco. In FY 2002 -2003, the City Arts Commission began the Concerts in the Parks summer series, to bring the community together with free outdoor music performances. Between 500 - 1800 people attend each concert. In 2003 the concerts included The Jumpin' Joz Band at Mariners Park, the Rockit Scientists celebrating the opening of Bonita Canyon Sports Park; and, in September Pacific Symphony Orchestra performed well -known favorites and selections from "Peter and the Wolf' at Grant Howald Park. A fundraising committee from Pacific Symphony Orchestra raised $25,000 for this performance that also marked the Symphony's 25" anniversary. Approximately 2000 people attended this concert in the park. In 2004 four concerts are being planned including the "Lao Tizer Band" at Irvine Terrace Park in June, "Caravana" at Bob Henry Park in July, "Porterhouse Bob and Down to the Bone" at Bonita Canyon Sports Park in August and "Ray and the Corsairs" at Peninsula Park in September. The fourth concert is made possible this year through a generous gift from the Newport Beach Arts Foundation. ■ Lectures, Workshops and Performances The Lectures, Workshops and Performances subcommittee works with staff to secure arts educators, visual and performing artists, and other arts professionals to make presentations or conduct workshops at the Central Library and other city facilities. 2002 -03 Chair: Arlene Cartozian; Members: Kathy Harrison, Kirwan Rockefeller, Dennis Baker, ■ Eve on the Arts The City Arts Commission began the lecture and performance series to provide free public programs that increase awareness and appreciation of the cultural arts. In 2003, the Commission hosted three lectures and performances at the Central Library, including: Karen Kleinfelder with a presentation on Picasso; Janet Plastino on dance and the "Mavericks" modern dance. In spring of 2004 noted jazz singer and professor Carmen Bradford performed; Amy Sonnen Hauser presented a program on 17`" Century still -life, landscape painting and flower arrangement at Oasis Senior Center; and on May 15, Betty Edwards, famed author of "Drawing on the Right Side of the Brain" will discuss her upcoming new book "Color: A Course in Mastering the Art of Mixing Colors." ■ Shakespeare by the Sea Shakespearean play performances began in August of 2002 when the Arts Commission sponsored a Shakespeare by the Sea production of "Much Ado About Nothing." In 2002 -2003 "Twelfth Night" and "Romeo and Juliet" were performed on a Saturday and Sunday with approximately 1800 people attending over both days. In summer of 2004 Shakespeare by the Sea will be bringing "Richard III" and "Two Gentlemen of Verona" to this venue. These performances are being provided through a generous gift from the Newport Beach Arts Foundation. ■ Newport Beach Film Festival Seminars In April 2003, the Arts Commission co- sponsored a free two -day series at the Central Library called "The Collaborative Art of Filmmaking," in conjunction with the Newport Beach Film Festival. More than 1600 people attended the 10 presentations, ranging from screenwriting and directing to digital film techniques. In 2004 "A Cinerama Adventure" was presented, spotlighting the techniques designed for the 3- camera filming of spectacular scenes of the 1960's. Commission member Kirwan Rockefeller currently serves on the Film Festival Board of Directors and Cultural Arts /Grants Coordinator Jana Barbier participated as an advisor for the 2002 -2003 Film Festival Board of Directors. ■ Imagination Celebration In May 2003, Arts Commissioners participated for the fifth year in the 'Imagination Celebration" countywide family festival. Commissioners created and staffed a craft project. More than 1,000 people participated in the afternoon's activities at the Central Library. This year's Imagination Celebration, "A Renaissance Afternoon" is taking place on May 1, and the Arts and Cultural Services Division is organizing the event with upcoming performances by the Newport Repertory Theatre and Southland Opera. The Arts Commission will be sponsoring a "Make Mona Lisa and Shakespeare Smile" arts project. ■ Community Festivals The Special Projects Subcommittee works with staff to coordinate special community festivals. 2002 -03 Chair: Dennis Baker; Members: Arlene Cartozian, Kathy Harrison. N In 2003, the Arts Commission collaborated with the Newport Harbor Nautical Museum on an elementary school student's environmental /art project. The art projects were displayed on Clean Harbor Day in May. The Arts Commission coordinated involvement from the Newport Beach Arts Foundation in the Southern California Plein Air Painter Association's inaugural plein air painting event. Commissioner Baker coordinated an art reception for Daily Pilot photographer Kent Treptow at the Muth Interpretive Center, Arts Commissioners were asked to participate in a poster judging contest for Coastal Clean -Up Day on April 22. ■ Cultural Arts Grant Program In accordance with City Policy 1 -12 (Reserve Fund for Arts and Culture), the Arts Commission annually solicits and reviews requests for support from arts organizations offering cultural programs for City residents and visitors. Programs can include publicly accessible cultural performances, workshops, festivals, lectures and exhibitions which take place within the City of Newport Beach, as well as projects providing K -12 students in Newport Beach public schools with arts activities. Final recommendations are forwarded to City Council for approval, In June 2002, the City Arts Commission received written Cultural Arts Grant proposals from nineteen organizations for funding totaling $101,000. After careful deliberation, the following recommendations for awarding $40,000 in grants were made and forwarded to City Council: Ballet Montmartre ($2000); Ballet Pacifica ($3000); Baroque Music Festival ($1100); Festival Ballet Theatre ($1500); Keith Glassman Dancers ($1000); Laguna Playhouse ($1400); Music Rainbow ($1250); Newport Beach Arts Commission ($5,400); Newport Beach Film Festival ($3000); Newport Beach Sister City Association ($1500); Newport Harbor Nautical Museum ($500); Orange County Museum of Art ($6000); Pacific Chorale ($1500); Pacific Symphony Orchestra ($2000); Philharmonic Society of Orange County ($2400); South Coast Repertory Theatre ($2500); Southland Opera ($1000); and STOP- GAP ($3000). In June 2003, the Commission received written Cultural Arts Grant proposals from fifteen organizations for funding totaling $72,650. After careful deliberation, the following recommendations for awarding $40,000 in grants were made and forwarded to City Council: Ballet Montmartre — Lecture /performance demonstrations to Newport Beach $1,500 and Orange County elementary and secondary students. Ballet Pacifica — Project to bus students from Newport Beach Elementary $3,400 Schools to The Irvine Barclay Theatre for a backstage tour and lecture /demonstration. Baroque Music Festival — Two solo performances by internationally known Baroque $1,200 trumpet virtuoso John Thiessen at the Baroque Music Festival, 2004. Festival Ballet Theatre — Outreach performances in November /December for $1,800 secondary students. Laguna Playhouse — THEATREREACH interactive theatrical presentations for 4d' and $1,700 5`" grade students using Island of the Blue Dolphins, The Sign of the Beaver and By the Great Horn Spoon! Music Rainbow — Workshop experiences for 1" and 2nd grade Newport $2,000 Beach Elementary students, based on the book A House for Hermit Crab. Newport Beach Film Festival — Two -day industry seminar program on $4,250 April 17'" and 18'", 2004 during NB Film Festival. Newport Beach Theatre Company — Attendance for high school students $1,000 at Fall 2003 production of "HONK" and scholarship for Newport Beach students. Newport Beach Arts Commission – Three arts lectures including Frangoise Gilot, landscape painters and new book on color by Betty Edwards ( "Drawing on the right Side of the Brain ") Orange County Museum of Art – Art in the Museum and Adult Community outreach programs for Newport Beach students, teachers, families and adults. Pacific Chorale – Sound -on -Site interactive, educational choral performances for students in grades K-6. Newport Beach Sister City Association – International Festival, highlighting the relationship and cultures of Newport Beach Sister Cities: Okazaki, Japan; Antibes, France and Cabo San Lucas, Mexico. South Coast Repertory Theatre – Provide Educational Touring Performance to each of the eight elementary schools within Newport Beach. Southland Opera -One performance of "Stories Come Alive" in each of six elementary schools in Newport Beach along with one performance at the Newport Beach Public Library. STOP -GAP - Five interactive educational presentations for grades 3 –12. $4,000 $7,000 $1,850 $2,000 $3,250 $1,400 $3,650 The above programs are serving 18,000 people this year, 11,000 of which are students in Newport Beach public schools. The City Cultural Arts Grants program allows the Arts Commission to present quality arts programs to Newport Beach residents for about $2.26 per person. ■ Visual Art Exhibitions The Exhibitions Subcommittee works with staff to solicit, select, install and remove artwork for temporary visual art exhibitions in City Hall and the Central Library Galleries; organize annual juried art exhibitions; and inventory, maintain and re -hang the City art collection as needed. 2003 -04 Chair: Lyn Belasco; Members: Arlene Cartozian and Kathy Harrison. A Salute to the Arts Fine Art and Photography Exhibition (Newport Beach Artists )—Forty - five artists submitted a total of 135 pieces. The jurors were Dorte Christiansen, Steven Werlick and William Valentine. $765 in entry fees was received. Spring 2003 and 2004 Juried Art Show (Orange County Artists) — Seventy -five artists entered a total of 225 pieces in this all -media show. The jurors were Patricia Clark and Olivia Lumpkin from Cal State Long Beach. $1,275 in entry fees was received. New ornaments were selected in 2003. ■ City Permanent Art Collection The Arts Commission continues to inventory, organize, review condition, clean and repair the City's extensive permanent art collection. Art work was considered for new exhibition rotations in City facilities, and will be prepared for future City Hall exhibitions. The Horizon public art sculpture at City Hall was cleaned and repaired in 2003. One new piece was added to the collection in 2002- 03: a giclee painting by Jane Hill, "Welcome to Balboa." ■ Community Involvement The Arts Commission recognizes the importance of integrating the arts in community activities. With this in mind, Commission members participated as volunteers in the following programs: the NB Chamber of Commerce "Sandcastle Building Contest" (September 2003); the Southern California Plein Air Painter Association's first plein air painting event at the Muth Interpretive Center (October 2003); judged the Recreation and Senior Services Department "Halloween Window Decorating Contest" (October 2003); assisted the Parks, Beaches and Recreation Commission with ideas for improvements to Grant Howard Park (March 2004); acted in an advisory capacity to NB Conference and Visitors Bureau on cultural tourism; and offered their services for the 2004 Corona del Mar Centennial Committee and the 2006 Newport Beach Centennial Celebration Committee. ORGANIZATIONAL ACCOMPLISHMENTS ■ General Plan Update The Arts Commission made a commitment in 2002 to see that a Cultural Element was included in the City's General Plan update and submitted to City staff and GPAC a statement for cultural vision and priorities. In 2004, the Commission approved a revised "vision" statement for cultural arts. ■ City Policies There were no revisions to the Donation of Art Policy (1 -11); the Art in Public Places Policy (1 -9); or the Financial Support for Culture and the Arts Policy (1 -10) in 2003 -2004. ■ Volunteer Support The Commission continued to recruit volunteers for a support group called Friends of the Arts, to provide assistance for exhibition receptions and juried shows. ■ Strategic Planning. Marketing and Public Relations The Strategic Planning Committee combined with the Marketing and Public Relations Committee in 2003. This committee works with staff to research and recommend short and long term cultural planning strategies for approval by the full Commission and City Council. In addition, the committee works to build resident and visitor awareness of cultural opportunities in Newport Beach. The Committee also works to strengthen community relationships by providing cultural, historical, and aesthetic expertise for city staff as well as cultural and civic organizations. 2003 -04 Chair: Kirwan Rockefeller. The emphasis for the Strategic Planning, Marketing and Public Relations Committee in 2003/2004 has been the production of a cultural tourism marketing brochure that features the City's artists, galleries, museums, performing arts groups, cultural festivals, gardens and nature centers, and other nonprofit cultural organizations. This brochure will be placed at chambers, conference and visitors bureaus, City Hall, hotels, restaurants, shopping malls and other public venues, and is made possible by a generous gift from the Newport Beach Arts Foundation. ■ The Newport Beach Arts Foundation The Arts Foundation Liaison Committee works with this tax - exempt corporation, which raises private funds supplemental to City appropriations to support, promote and extend the cultural activities of the Newport Beach Arts Commission. Members of the Arts Commission serve as ex- officio members of the Newport Beach Arts Foundation, attending Foundation meetings and providing guidance as to Commission program priorities and community needs. 2003 -04 Ex- Officio Members: Wendy Brooks; Lyn Belasco, Kirwan Rockefeller and Kathy Harrison. The Commission is a scven-member, volunteer body, appointed by the City Council to act in an advisory eapaciry to the Council on all matters pertaining to artistic, aesthetic and cultural aspects of the City . The Arts Commission promotes public awareness and participation in the arts, and encourages and supports a wide range of cultural activities and facilities to address the needs and interests of res- idents and visitors in the Newport Beach commuoity The Commission sponsors the annual tree public per - tormances (if "Concert, in the Parks" and "Shakespeare by the Sea," as well as City Hall and Library Gallery art exhibitions. The Arts Commission maintains a collection of two - dimensional work, taken from juried art exhibitions and pub- lic donations. These works are hung in city offices and city - run buildings including the Council chambers. The Cit's Cultural Arcs Grants program, begun in 1981, funds requests from non -profit arts groups that provide pro - grams to benefit all Newport Beach residents. The Commission and Cultural Arts Office serve as the liaison to the Newport Beach Sister City Association, works with the Chamber of Commerce and the Conference and Visitors Bureau to promote Cultural tourism, and advise City staff and Council on historic preservation, community design and beau- tification issues.
