SUBJECT: Appointments to Economic Development Committee
RECOMMENDATION:
Appoint Debra Legan to the Medical Industry seat and appoint Richard Wray to the Newport
Center seat on the Economic Development Committee (EDC).
DISCUSSION:
The City Council approved revisions to the EDC membership structure on February 24, 2004.
These revisions created a Medical Industry seat, and provided one seat each for Newport
Center and Fashion Island, which previously had been combined.
The EDC Executive Committee reviewed applications for these seats at their meeting of May 5,
2004, and recommended appointments. The more typical procedure is for the full EDC to make
these recommendations. However, the April meeting was cancelled due to lack of business
other than appointments, and the Executive Committee believes it is important to have new
members able to participate in the meeting of May 19. The appointments recommended are
Debra Legan for the Medical Industry seat and Richard Wray for the Newport Center seat. Ms.
Legan is Vice President, Marketing and Corporate Communications for Hoag Hospital; she has
been active in community events and effective in presenting the hospital's future development
plans to community groups. Mr. Wray is principal of Wray Realty Advisers and president of
WRA Property Management, Inc.; his offices are in Newport Center, and he manages several
properties there. Information on both candidates is attached.

As Vice President of Marketing and Corporate Communications for Hoag
Memorial Hospital Presbyterian in Newport Beach, California, Ms. Legan
oversees the marketing, advertising, public relations and promotional activities
of the hospital, its product lines and affiliated businesses. As a member of
Hoag's Administrative Staff, she is dedicated to not only maintaining but also
increasing the strong brand image that Hoag Hospital has established in the
community during the past 50 years.
Legan joined Hoag Hospital's following several years as the Director of
Marketing for a leading automotive finance and insurance corporation and four
years as the principal of her own marketing communications agency.
Legan is active in professional organizations such as the Healthcare Public
Relations and Marketing Association (HPRMA) and also serves the
community as a board member of both the Newport Beach Chamber of
Commerce and South Orange Chamber of Commerce.
A graduate from the University of Southern California, Legan received her
bachelor degree in Journalism /Public Relations. She currently resides in
Mission Viejo with her husband and two young children.

BACKGROUND INFORMATION
WRA Property Management, Inc. and Related Companies
WRA Property Management, Inc.
WRA Property Management was incorporated in May 1998 to manage, lease and sale properties
owned or partially owned by the family trust of Richard K. and Virginia R. Wray. The company is
owned by the family trust and a daughter, Jennifer Wray. Richard K. Wray is the President and
Jennifer Wray is the Vice President and Treasurer. Richard K. Wray is also the real estate broker for
the corporation, although Jennifer is also a real estate broker.
The company currently has 5 employees including Richard and Jennifer. Other employees include a
property manager, assistant property manager and an on -site building engineer. The company
currently manages 15 properties where the family trust has an interest and on property for a 3`d party
where the family trust no longer has an interest. All of the properties are improved for office or
medical office use, except one retail center. The properties are located in Orange, Los Angeles and
Riverside Counties. A current list of properties where the family trust has an interest follows.
Wray Realty Advisors.
Wray Realty Advisors is a sole proprietorship of Richard K. Wray. Although it was previously
involved in the leasing of the family trust properties, that is now the sole responsibility of WRA
Property Management. Currently Wray Realty Advisors handles all of Richard Wray's real estate
sales, leasing and mortgage brokerage activities for non - family trust owned properties and tenants
other than those in the family -trust owned properties. Previously Richard K. Wray was associated with
CB Commercial Real Estate Group and its predecessor company Coldwell Banker in their Newport
Beach office from 1973 to 1995, first in residential sales and investment properties, and then in office
building sales, leasing and development.
Silver Creek Properties, Inc.
Silver Creek Properties was incorporated in 1998 to act as the corporate general partner in various
limited partnerships formed for the purchase of individual family trust owned properties. Richard K.
Wray is the President and sole shareholder, and Jennifer Wray is the Treasurer and Secretary. Silver
Creek's interest in each investment is limited to one percent. It is currently the general partner in nine
properties. (Some properties have separate corporations as the general partner as a requirement of the
lender.)
