SUBJECT: Revisions to Council Policy G -2 — "Adopt -a- Beach" Program
ISSUE:
Should the City Council amend Council Policy G -2 (Adopt -a- Beach) so that the Policy
reflects a proposed Adopt -a -Beach program set to begin May 22?
RECOMMENDATION:
Amend Council Policy G -2 as shown in Exhibit B.
DISCUSSION:
The City Council's "Council Policy Manual" contains more than 100 policies that instruct
the Council and City staff on how to process a variety of different issues -- from airport
and annexations to voice mail and water service outside the City limits. Council Policy
G -2 is the "Adopt -a- Beach" program.
Council Member Rosansky has proposed an Adopt -a -Beach program for the community
that differs slightly from the one in the Policy Manual. As proposed, the new program
would differ from the existing program in the following ways:
• More groups, including businesses, could adopt a beach;
• The City can contribute more equipment to help groups that adopt -a- beach;
• Beach adoption would suggest monthly cleaning rather than quarterly;
• After six months' successful work, the group would be eligible for recognition
signage;
• The City Manager would generally dictate the role that departments would play in
the implementation of the Adopt -a -Beach program.

This agenda item asks the Council to approve these changes to the Adopt a Beach
program by amending Council Policy G -2.
Committee Action: None.
Environmental Review: The City Council's approval of this Agenda Item does not

(72 hours in advance of the public meeting at which the City Council considers the

ADOPT -A -BEACH PROGRAM
PURPOSE:
To establish a means by which interested residents, community groups, and
businesses can "adopt" certain areas of beach and clean these areas on a
regularly scheduled basis.
POLICY:
The City will coordinate a program by which interested residents, families, church
or community groups, and businesses ( "groups ") can assist in the cleaning of
Ocean and Bay beaches by "adopting" a stretch of beach. To do so, an
interested party shall contact the City and describe the group, the number of
volunteers available to clean the area, and the frequency with which the
volunteers intend to work. The group may also include the particular area they
wish to adopt; however, the City has the final approval on the designation of
areas.
The City Manager will direct the implementation and management of the program
as follows:
