SUBJECT: Initiation of Districting Map Amendment and Specific Plan for Lido
Marina Village
ISSUE:
Should the City Council initiate studies of the Lido Marina Village area to consider a
Districting Map amendment from Retail and Service Commercial to Specific Plan and
. the preparation of a specific plan for the area?
RECOMMENDATION:
Adopt a Resolution of Intention, Initiating a Districting Map Amendment and Specific
Plan for Lido Marina Village.
DISCUSSION:
Background:
The Zoning Code provides, in Section 20.94.020, that amendments to the Districting
Map shall be initiated by a resolution of intention by the Planning Commission or City
Council or by application of the property owner or authorized agent. Amendments to
zoning regulations may be initiated only by a resolution by the Planning Commission or
City Council.
JC Partners International, LLC submitted the attached letter to the City Council, on
behalf of Lido Marina Partners (LMP), requesting initiation of a zone change and
specific plan for Lido Marina Village and the abutting commercial properties on the north
side of Via Lido. The proposed planning area, shown on the aerial photograph attached
to the letter, does not include the residential properties on Via Lido or any property on
the south side of Via Lido. LMP has an equity interest in a majority, but not all, of the

property in the planning area. Because there is multiple ownership of the property, the
authority for initiating the zoning actions rests with the City Council.
Discussion:
JC Partners has not submitted a plan with their letter of request. The letter indicates
that their current thinking includes development of a coastal resort with a boutique hotel
and vacation ownership totaling no more than 90 units with ancillary retail, spa and
waterfront dining. They also envision a new home for the Elks Lodge in the planning
area. JC Partners are interested in working with the City, local property owners, tenants
and residents to develop the specific plan. The goals they have identified are as
follows:
1. Increase and enhance coastal access, vistas, and uses for the community;
2. Reduce the number of peak hour trips from levels which could be generated by
allowable uses under the existing General Plan;
3. Provide public parking far in excess of that which will be required to serve the
new development; and
4. Create an inviting and attractive retail, dining and recreation experience for the
community. •
The Lido Village /Civic Center area, which includes properties to the south and west of
those identified as the planning area for this request, has been identified as an area of
special study for the General Plan update. Among the issues identified for this area are
building vacancies, inadequate parking and an ownership pattern that inhibits cohesive
and integrated development. The retail market analysis prepared for the General Plan
update showed that many business types in the area are under performing.
A subcommittee of the General Plan Advisory Committee (GPAC) will be studying the
Lido Village /Civic Center area and proposing land use alternatives for further analysis.
Staff hopes that this will lead to a land use and circulation plan and policies that will
encourage improvements in the area. However, the General Plan update must address
the entire City; we will not be able to devote as many resources to one area as JC
Partners can bring to Lido Marina Village. Staff believes that their request provides the
City with an opportunity to do more for this area than would be possible with City
resources alone. With JC Partners' commitment to work with the City and surrounding
residents, businesses and property owners, staff also expects that this will be a
legitimate planning process that can complement our General Plan efforts.

Initiation of zoning amendments does not require environmental review. This review will
be completed before an amendment or the Planning Commission and City Council
consider a specific plan.
Funding Availability:
Staff has had only preliminary conversations with JC Partners regarding funding for the
planning studies. If the City Council approves their initiation, we will make specific
arrangements for these studies to be done at no cost to the City.

A RESOLUTION OF INTENTION OF THE CITY COUNCIL OF
THE CITY OF NEWPORT BEACH, INITIATING AN AMENDMENT TO THE
DISTRICTING MAP OF THE ZONING CODE AND PREPARATION OF A
SPECIFIC PLAN FOR LIDO MARINA VILLAGE
WHEREAS, Section 20.94.020 of the Newport Beach Zoning Code
provides that amendments to zoning regulations and the Districting Map shall be
initiated by the adoption of a resolution of intention by the Planning Commission
or the City Council; and
WHEREAS, JC Partners International, LLC (JC Partners) has requested
that the City Council initiate an amendment to the Districting Map to change the
zoning of property in the area known as Lido Marina Village from Retail and
Service Commercial to Specific Plan, and that the City Council initiate the
preparation of a specific plan for the Lido Marina Village area; and
WHEREAS, the City has identified Lido Marina Village and the
surrounding area as an area for special study in its comprehensive General Plan
update, and the City Council finds that the planning studies necessary for the •
requests by JC Partners would complement the City's work in the Lido Marina
Village area as part of the City's comprehensive General Plan update; and
WHEREAS, JC Partners has committed to work with the City and
neighboring property owners, businesses and residents on the planning studies;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Newport Beach approves the initiation of an amendment to the Districting Map
to change the zoning from Retail and Service Commercial to Specific Plan, and
the preparation of a specific plan, for the property in the area known as "Lido
Marina Village," as shown on Exhibit A to this Resolution.

To Mayor Ridgeway and Members of the City Council:
This letter is submitted by JC Partners International, LLC of Newport Beach on behalf of
Lido Marina Partners I, LLC ( "LMP "). LMP has an equitable interest in a majority of the
properties within and adjacent to the area commonly known as Lido Marina Village.
Today, this area, which should be a sparkling gateway to the Balboa Peninsula, Lido Isle,
and City Hall, offers an ineffective site layout, underutilized retail operations, and limited
opportunities for enjoyment of its waterfront location. While most prime locations within
the City have seen both aesthetic and economic enhancement over the past twenty years,
this area has experienced decline.
By this letter, JC Partners, acting as developer for LMP, is requesting the City Council to
initiate a zone change (from RSC to Specific Plan) and specific plan preparation for the
property outlined in red on the attached site map (the "Planning Area").
• We are prepared to propose a clear vision for the future of the Planning Area which
would make the area a good neighbor for nearby residential, commercial, and civic
properties. Among the goals of that vision will be to (i) increase and enhance coastal
access, vistas, and uses for the community, (ii) reduce the number of peak hour trips from
levels which could be generated by allowable uses under the existing general plan, (iii)
provide public parking far in excess of that which will be required to serve the new
development, and (iv) create an inviting and attractive retail, dining, and recreation
experience for our community.
Our present thinking includes the development of a coastal resort featuring a boutique
hotel, as well as vacation ownership accommodations. Combined, these accommodations
will total no more than 90 units, with ancillary retail, spa, and waterfront dining uses. A
new home for Elks Lodge 1767 within the Planning Area would also be included.
A specific plan would create a blueprint for a renaissance of the Planning Area. By
working with JC Partners and the owners of property within and adjacent to the Planning
Area, the Council will have the opportunity to facilitate a coordinated effort to enhance
this prime area of our city.
Upon the City Council's initiation of the zone change and the specific plan, JC Partners is
prepared to meet with staff to share issues related to concept and design and to begin a
process which should prove beneficial to the community and the City. We propose a

public review process which will involve local residents, property owners and tenants
within the Planning Area, and other interested parties.
