SUBJECT: Revised Parking Lot Fees for Balboa Pier and Corona Del Mar
Parking Lots
ISSUE:
Should the City raise the Balboa Pier and Corona Del Mar parking lot fees?
RECOMMENDATION:
Rescind Resolution No. 92 -105 and adopt Resolution No. 2004- , amending the
City Fee Schedule for parking fees at the Balboa Pier and Corona Del Mar parking lots.
DISCUSSION:
Historical Rate Changes
Prior to the 1980s the parking lot rates at Balboa Pier and Corona Del Mar remained
relatively static. As can be seen in the following chart, parking lot rates changed
significantly through the 1980s into the early 1990s -- but there have not been any
changes for over a decade. For comparison purposes, the chart evaluates summertime
rates for the average vehicle (not a motorhome, bus or motorcycle).

Parking Lot Usage and Revenue
The annual parking lot usage at Corona Del Mar has remained relatively constant over
the past five years; whereas, the parking lot usage at Balboa has declined in the past
two fiscal years primarily due to the revitalization construction impact and the increased
number of available metered parking spaces that provide free parking after 6:00 p.m.
These trends are shown in the following tabulations:

It is evident from the chart above that there has been a downward decline in parking lot
revenues in recent years. As mentioned earlier, this is primarily due to local
revitalization construction impacts in Balboa; however, the year to year weather
variation also has a large impact.
State Park Fee Hikes and a Comparison of Parking Rates in the General Area
In Spring 2004, Governor Schwarzenegger proposed significant increases for State
Park parking across California, include beach parking at Crystal Cove State Park and at
Huntington State Beach. These fee increases will be effective July 1, 2004. Annual
passes at State Parks have already increased from $35 to $65 and will jump to more
than $100 after July 1. These changes — especially at Huntington State Beach and at
Crystal Cove — may cause more use of CDM State Beach and the Balboa Parking Lot
unless we raise rates there commensurately.

An hourly rate to a maximum parking fee is appropriate at the Balboa Pier Parking lot
due to the parking patterns observed in this location where parking is frequently used by
patrons of the local businesses. On the other hand, Corona Del Mar parking patrons
typically use the facility for a day -long beach experience.
The proposed fee increase does not seek to match the highest fees in the general area,
such as the State beaches. By only increasing the Balboa Parking lot rate by $1.00 per

day for the average vehicle (to $8.00 per day which is below other similar facilities
county -wide) we hope to encourage more visits to the Balboa Lot to bring the use
numbers back to the FY 1999/2000 level.
On the other hand, Corona Del Mar currently has excessive demand on summer
weekends and holidays to the point where traffic in the surrounding residential area
becomes a significant problem. If we were to maintain rates lower than the nearby
Crystal Cove State Beach then we would exacerbate that problem. Thus we are
recommending an equivalent $10.00 weekend and holiday parking rate.
Change in Annual Revenue
Assuming a 5 -year annual average parking lot usage at Corona Del Mar of 111,000
vehicles and 249,000 vehicles at Balboa Pier, we estimate that the annual revenue at
Corona Del Mar will increase by about $220,000 and the annual revenue will increase
by about $250,000 at Balboa Pier.
As the Council is aware, there is a funding shortfall associated with the CDM State
Beach Beachgoer Amenity Project. This agenda item recommends that the increase in
revenue from the hike in fees at CDM be used solely to pay for the Project. Once the
Project is complete, the revenue would revert to the General Fund.
Environmental Review: The City Council's discussion of this Agenda Item does not
require environmental review.
Public Notice: This agenda item may be noticed according to the Ralph M. Brown Act
(72 hours in advance of the public meeting at which the City Council considers the
item).
Alternatives: Keep rates at the Resolution 92 -105 level or develop an alternative rate
structure.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING A REVISED
SCHEDULE OF RATES FOR THE BALBOA PIER
PARKING LOT AND THE CORONA DEL MAR PARKING
LOT AND RESCINDING RESOLUTION NO. 92-105
WHEREAS, the City maintains and operates parking lots of the Balboa Pier and the
Corona del Mar State and City Beach Park; and
WHEREAS, the City Council of the City of Newport Beach adopted Resolution No.
2000 -18 which establishes, among other things, rate schedules for Balboa Pier Parking Lot and
the Corona del Mar State and City Beach Parking Lot.
WHEREAS, the City Council desires to desires to establish new fees for parking in the
Balboa Pier Parking Lot and the Corona del Mar State and City Beach Parking Lot.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport
Beach, as follows:
The City Manager shall determine the days upon which parking control shall be
maintained a nd a valuate w hether t here i s s ufficient d emand f or t he u se of s aid 1 ots t o j ustify
providing a parking attendant, or activating an automatic parking gate.
2. For each date that parking control is maintained, the following fees shall be
charged for the use of said lots:
I. BALBOA PIER PARKING LOT RATES:
Motorcycles and Handicapped: $.25 each 20 minutes to maximum of $4.00 per each
24 -hour period.
Autos: $.50 each 20 minutes to maximum of $8.00 per each 24 -hour period.

Vehicles 20 feet or longer: $1.00 every 20 minutes to maximum of $16.00 per each 24-
hour period.
II. CORONA DEL MAR STATE AND CITY BEACH PARKING LOT RATES:
Motorcycles and Handicapped: $4.00 weekday/ $5.00 weekend and holidays.
Autos: $8.00 weekday/ $10.00 weekend and holidays.
Vehicles 20 feet or longer: $16.00 weekday/ $20.00 weekend and holiday.
III. The City Manager is authorized to waive any of the aforesaid fees established herein
when a special event of a charitable or civic nature is being held and it is in the best
interests of the City and the general public that fees not be charged for the use of any
such parking lot in connection with said special event.
3. That the City Manager is directed to use additional revenue from the CDM State
Beach parking fee increase for the purposes of constructing the CDM State Beach "Beachgoer
Amenity Project" until such time as the Project is fully paid for. At that time, the City Manager
shall direct that the revenue be placed in the General Fund.
BE IF FURTHER RESOLVED that Resolution No. 92 -105 is hereby rescinded.
