SUBJECT: ORDINANCE NO. 2004 - AMENDING SECTIONS 12.24.065 AND
12.24.080 OF THE NEWPORT BEACH MUNICIPAL CODE REGARDING
REDUCING THE PRIMA FACIE SPEED LIMIT OF RIDGE PARK ROAD
FROM SAN JOAQUIN HILLS ROAD TO NEWPORT COAST DRIVE
RECOMMENDATION:
Introduce Ordinance No. 2004 - amending chapter 12.24 (Special Speed
Zones), sections 12.24.065 and 12.24.080 of the Newport Beach Municipal Code,
reducing the prima facie speed limit on Ridge Park Road from San Joaquin Hills Road
to Newport Coast Drive from 40 m.p.h. to 30 m.p.h.
DISCUSSION:
Upon requests from residents in the area, staff has completed an engineering and
traffic study on Ridge Park Road from San Joaquin Hills Road to Newport Coast Drive,
showing the 85'h percentile speed to be 33 m.p.h. for both directions of travel.
This segment of Ridge Park Road is currently signed 40 m.p.h. which staff feels is more
than is reasonable for the physical conditions of the roadway, which includes a short
segment with a horizontal curve creating limited site distance, on- street parking, and
closely spaced intersections.
Per Section 22358 (a) "Decrease of Local Speed Limits" of the California Vehicle Code,
staff recommends reducing the prima facie speed limit of Ridge Park Road from San
Joaquin Hills Road to Newport Coast Drive from 40 m.p.h. to 30 m.p.h.
The proposed amendment to Municipal Code Section 12.24.065 revises the limits for
the existing segment of Ridge Park Road to read; from Newport Coast Drive to End of
Street East, which will continue to have a prima facie speed limit of 45 m.p.h. The
proposed amendment to Municipal Code Section 12.24.80 revises the limits of Ridge
Park Road from San Joaquin Hills Road to Newport Coast Drive to the above
recommendation of 30 m.p.h. prima facie speed limit.

Hour', is repealed and replaced to read as follows:

The prima facie speed limit on the following named streets
or parts thereof shall be forty -five (45) miles per hour:
• Avocado Avenue from Coast Highway to San Miguel

Hour', is repealed and replaced to read as follows:

Avenue.
• Hospital Road from Newport Boulevard to Superior
Avenue.
• Irvine Avenue from 15d' Street to 16'h Street.
• Ridge Park Road from San Joaquin Hills Road to
Newport Coast Drive.
• Riverside Avenue from Coast Highway to Cliff Drive.
• Santa Rosa Drive.
• Vista Del Oro from Eastbluff Drive (Corona del Mar
High School area) northerly to Vista del Sol.
• West side of Dover Drive from Westcliff Drive to Irvine
Avenue.
SECTION 3: The City Clerk shall cause the same to be published once in the
official newspaper of the City, and it shall be effective thirty (30) days after its adoption.
SECTION 4: This Ordinance was introduced at a regular meeting of the City
Council of the City of Newport Beach held on the 8th day of June, 2004, and adopted .
on the 13th day of July, 2004, by the following vote, to wit:
