SUBJECT: Recommendation from Economic Development Committee to fill EDC
vacancy.
ISSUE:
Fill current vacancy on Economic Development Committee.
RECOMMENDATION:
1. Fill current Economic Development Committee vacancy by appointing Ms.
Jeannette Thomas as "At- Large" representative.
DISCUSSION:
Background:
At their regular meeting of June 16th, 2004, the Economic Development Committee
recommended that Ms. Jeannette L. Thomas be appointed to an "At- Large" position on
the committee, replacing Mr. Robert Dunham who has recently resigned.
Recommendation to fill Vacancy:
An original member of the Economic Development Committee, At -Large representative
Bob Dunham has recently resigned due to health concerns. The EDC's Executive
Committee had previously reviewed Ms. Thomas' application, and was interested in
having her join the Committee when an appropriate vacancy occurred. The full
committee recommended Ms. Thomas' appointment at its meeting on June 16tH

Ms. Thomas is a nine -year resident of Newport Beach, and she is an officeholder in the
Balboa Peninsula Point Association. She is currently employed by the City of Santa Ana
in the office of the City Manager; and was a long -time Contract Manager for Southern
California Edison (see Application for Appointive Position, attached Exhibit 1). It is
thought that the insight of a City resident who works for a local government other than
our own will bring a fresh perspective to the issues tackled by the EDC.

This application to serve on the Newport Beach Economic Development Committee is
submitted for a variety of the reasons. Primarily, as a resident homeowner, I am interested in
ensuring that the City maintains a well balanced approach towards preserving our beautiful
environment, while ensuring that it remains economically self sustaining. I want to
the City's efforts to work towards maintaining a healthy and thriving residential and
s environment, while attracting new investment that will add to our economic tax base.

I was talking with my Executive Assistant, Jeannette Thomas today and she
mentioned she is applying for the position of an "At- Large" member of the
City of Newport Beach's Economic Development Committee. Jeannette has
worked for me, in my office, for the past three and a half (3) '/2 years and has
been an excellent member of the staff. She has contributed to our successful
partnership with both the business and residential community of Santa Ana.
As a long term resident of the City of the Newport Beach and 2 -term Board
member of Balboa Peninsula Point Association, she would like to make a
contribution, as a professional in government to her hometown. Jeannette
has an excellent resume of professional positions both in local government
and a long -term previous career with Southern California Edison. As a prior
resident of the City of Long Beach she also served as a Board Member for the
Los Alamitos Beach and Bay Preservation Association.
I think very highly of Jeannette and offer a strong recommendation for her
interest for your vacant position on the Economic Development Committee e. I
