As per your request, I am submitting to you an enhancement plan for the BPPA beach
property on Balboa Blvd. between M and Granada Streets. The attached package was
the one used by the BPPA's Beach Improvement Committee for it's presentation to the
Board members. Some residents of the immediate vicinity were also present. You will
also find a survey sent to the membership and it's corresponding results. This action was
approved by the board on Saturday, February 11.
Approved were the following items:
1. Installation of a 4' Iron fence, to replace the existing chain link fence.
2. Construction of a concrete deck, approximately 15' by 20', to be placed in the
vicinity between the two existing palm trees.
3. Acquisition of a concrete table to be placed on the concrete deck.
In addition, we will replace the two existing benches with more aesthetically
pleasing concrete benches.
4. Repair and widen the existing stairs as an improvement to the water access. A
7i second stainless steel handrail will be added for extra safety.
fi 5. Landscaping improvements would be limited to the installation of low -
maintenance greenery around the trees and possibly along the wood fence
adjoining the property.
6. The installation of a "Lapa-lapa" (see attached photo) to be placed close to
the fence and concrete deck.
All other items on the improvement agenda were rejected.

SUBJECT: BPPA BEACH ENHANCEMENT REPORT
Since it's inception, this committee has met, discussed, and reviewed the issue of
improving the beach property, and has the pleasure of reporting the following:
1. FENCE: The committee is recommending the installation of a wrought iron
fence to replace the existing chain link fence. The dimensions will remain the same, and
has found that -the new fence will add more view to the bay. The suggested colors for this
fence are tan or beige.
Specifications: 106' of fencing 4' tall.
One 3' wide by 4' tall gate.
One set of double gates for I wide opening.
Using 1"X1.5" tube frames.
1.5"X1.5" tube posts.
3/4" X 3/4" square tube pickets, 5" apart.
Metallized.
Quotes: MESA IRON: $6470.00 Painted & Installed.
BAY IRON: $5368.00 Painted & Installed.
NOTE: We also received a quote for a brick like facade to be attached to the
concrete wall. An estimated cost of $800.00 to be added to the above item.
2. ACCESS TO WATER: This committee reviewed several alternatives. A
grand plan to create a cove like setting would be too expensive and with considerable
permit requirements. It's therefore that this committee is proposing the expansion of the
existing stairs to double the current width. We have had an offer of a stainless steel rail
free of charge. ( a $2,000 value).

3. DECKING AND WALKWAY: As part of the enhancement proposal, the
committee has decided to recommend the installation of a concrete deck. This deck
would be situated on the South eastern corner of the property, by the water. This
location would be accessed "sand -free by a 3' wide winding path coming from the small
gate entrance. The dimensions of the deck would be 15' deep by 33' wide.

4. LANDSCAPING: Although we have agreed that some low maintenance
landscaping would be nice to have, we have not agreed on exactly what. We will defer
the green aspect of the landscaping to future action. In addition we would like to include
the following beach furniture to this item:
One round concrete table w/hole for umbrella. (Seats 8 people) $625.00
Two concrete benches to replace existing ones. $285.00 ea.
5. SHADE: This item has had mixed reviews by the members of the committee.
The subject of installing a "Laps- lapa" will be open to discussion for approval. Please
refer to the available pictures for reference. All wood will be treated and hardware is
galvanized for minimum maintenance requirements. The dimensions vary from those in
the photos in consideration to view obstruction and aesthetics. Specs: 6.5' high with a 8'
diameter canopy.

6. BBQ: There will be no BBQ built.
GAME COURT: There will be no game court.
8a. SHOWER: A structure consisting of a 8" post similar to the one used for the
lapa-lapa will be used to hold the water pipe to the shower. A frond thatched roof would
add to the decor. The post would be attached to the ground via concrete footing and all
materials required are treated.

8b. WATER FOUNTAIN: A very pleasing combination of style and function is
being recommended. please review the photos provided.

9. LIGHTS: There will be no lights installed.
10. DRAWING: In the event this board considers that a drawing would be required
to help visualize the proposed "New Look" we have the services of a Landscape Architect
student that will be able to provide a conceptual drawing of the said enhancements.

The foi{owing quotation is for:
All labor, material and equipment necessary to perform the
following:
Build and install a new 4"x28' pier. Pier to be constructed
using treated wood except for the top handrail and the side -
rail which will be painted white. Pier to be supported by
2 concrete T-head pile.
Build and install a new 31x16' ramp. Handrail to be in-
stalled only on northerly side. Ramp construction to be of
treated wood and painted handrail to match the pier.
Remove and destroy (2) pipe pile, install one new pile and
reuse in the existing location the one wood pile.
Connect the existing dock sections together along with a
new 10' section in order to make the dock 50' long not
including the 41x8' end dock section. TrE Existin(i ninaes

All handrails and siderails to be primed only. Owner to
do all painting.

Pursuant to our conversation last Friday morning, I have
enclosed a copy of the drawings for the Harbor Facilities
under the permit for the• Balboa Peninsula Point Association.
If you would, please, 2 would like to have an indication
as accurately as possible of the location of the two floats
and the temporary float that, you wish to put out this summer.
In so far as practical, it should be drawn to the graphic
skale shown on the right of the drawing.. On the reverse of
the drawing, if you can give me the times during which you
would normally wish to have this out on an annual basis-
using termirerogy such as "from end of school to and includ-
ing Labor Day" -then I will see that the permit is modified
to provide for this on an annual basis.
