Staff— Steve Badum, Homer Bludau, Dennis Danner, Jay Elbettar, Bob McDonell, Tim Riley The Top Priorities 6 Priority 1 Steps — Meet with City Hall adjacent property owners to determine whether any property adjustments and/or planning coordination might be advantageous to the parties involved. — Conduct public outreach regarding the potential City Hall facilities. — Prepare and conduct public review of the City Hall concepts. — Move forward with working drawings and specifications for a new or renovated City Hall. — Undertake an assessment process to determine the quality of the City's essential public safety structures, (Police, Fire, Lifeguards) in order to plan for future needs. — Determine a priority for the replacement/renovation for the City's essential public safety structures. The Top Priorities Priority 2 — Begin construction of the new Mariners Joint Use Library, adjusting the playing fields to accommodate the new facility, with the intent of occupying the new Library before the end of 2005. Staff— Steve Badum, Jay Elbettar, Linda Katsouleas The Top Priorities Priority 2 Steps — Make the needed adjustments to the adjacent sports play fields in order to accommodate the initiation of Library and tennis court construction. — Bid the Library project and tennis court construction. — Award the bid. — Begin construction of the project. The Top Priorities Priority 3 — Finalize land acquisition, develop plans and specifications, and commence construction of the Santa Ana Heights Fire Station and Training Facility by June 30, 2005. Staff— Steve Badum, Jay Elbettar, Dave Kiff, Tim Riley 3 The Top Priorities Priority 3 Steps — Conclude property acquisition. — Select a project architect. — Commence the preparation of plans and specifications for the Fire Station and Training Facility project. The Top Priorities Priority 4 — Complete analysis of General Plan land use alternatives, select preferred land use plan, and draft policies with GPAC. Staff — Patty Temple, Sharon Wood 91 The Top Priorities Priority 4 Steps — Consolidate land use alternatives developed by GPAC subcommittees. — Analyze the 4 alternatives to determine fiscal and traffic impacts (using models) and other environmental impacts. — Hold a public workshop on land use alternatives. — Select the preferred land use plan. — Work with GPAC to develop policies for all the General Plan elements. The Top Priorities Priority 5 — Work cooperatively with the Coastal Commission staff on certification of the LCP Land Use Plan; minimize outstanding issues; and educate the Coastal Commission on how the City's policies comply with the Coastal Act and reflect the City of Newport Beach. Staff — Patty Temple 5 The Top Priorities Priority 6 — Begin preparing plans and specifications for the new Newport Coast Community Center. Staff — Steve Badum, Dave Kiff, Marie Knight The Top Priorities Priority 6 Steps — Develop conceptual plans for a $7M community center, including associated costs. — Proceed with the preparation of plans and specifications for the structures. M The Top Priorities Priority 7 — Reach agreement with the YMCA on an operations agreement for the Santa Ana Heights Community Center; finalize conceptual development, and begin the preparation of plans and specifications for the new Center. Staff — Steve Badum, Jay Elbettar, Dave Kiff, Marie Knight The Top Priorities Priority 8 — Develop an action plan for Morning Canyon slope stabilization and vegetation management and seek funding for plan implementation, using this process as a template for Buck Gully. Staff — Steve Badum, Jay Elbettar, Dave Kiff, Tim Riley 7 The Top Priorities Priority 8 Steps — Receive the consultant's plan for Morning Canyon. — Conduct public outreach to build owner consensus for the plan and the financing of plan implementation. — Initiate the CEQA process on the proposed plan. — Make funding applications to appropriate agencies. The Top Priorities Priority 9 — Move forward on the Sphere Issue discussions with the County regarding the Coyote Canyon Landfill, assumption of Tidelands responsibilities, Redevelopment and JWA oversight. Staff — Homer Bludau, Bob Burnham, New City Attorney N The Top Priorities �y Priority 9 Steps — Continue to collect information on the Sphere Issues in order to fully understand their details and potential impacts. — Submit an offer to the County regarding the City's willingness to accept certain responsibilities on the Sphere Issues. The Top Priorities 6 Priority 10 — Develop a Citywide "Succession Planning I Leadership Training" Program and associated training for internal talent. Staff — Diana Axley, Jay Elbettar, Bob McDonell, Tim Riley E The Top Priorities Priority 10 Steps — Ascertain the level of interest for such a program from City employees. — With input provided, identify the core training components. — Develop training materials for each core component. — Initiate the training program with the first class of participants.
