SUBJECT: PROPOSED CITY COUNCIL POLICY, L -25: DECORATIVE ALLEY
PAVEMENT PROGRAM
RECOMMENDATION:
If desired, 1) Adopt City Council Policy L -25; Decorative Alley Pavement Program
2) Adopt City STD - 144 -L, Interlocking Concrete Paver Alley Pavement
DISCUSSION:
Underground utilities were recently constructed within the alley between Ocean
Boulevard and Ocean Front from "G" Street to Channel Road in Peninsula Point
(Assessment District # 86). In conjunction with this work, the City intends to repave the
concrete alley this fall now that all of the residents have successfully converted their
connections to the underground system. Several residents within this district have
petitioned the City to allow them to fund the installation of decorative concrete pavers in
their alley. Current City encroachment policy allows this type of installation providing
each adjacent property owner enter into a non - standard encroachment agreement
which requires the property owner to indemnify the City and maintain the non - standard
improvement adjacent to their property. However, the current policy requires 100%
participation and poses coordination problems for maintenance and repairs in the
future.
The proposed policy will allow residents to pay for the cost of upgrading alley pavement
to a newly approved City standard plan (see attached STD - 144 -L) consisting of pavers
over concrete subgrade. The policy would require 60% of the adjacent property owners
to sign a petition supporting the installation and cost of the upgraded alley pavement.
Future maintenance would become the responsibility of the City, however, the ability to
match the existing pavers would not be guaranteed as the availability and color
matching may prove to be difficult over time. To minimize this problem the City's

standard will require traditional colors such as concrete gray and brick red or a
"blended" color scheme which includes multiple shades of concrete pavers. At some
point in the future, when the pavers deteriorate to an unacceptable condition and /or
replacement pavers are not available, the City would provide an opportunity for the
proponents (current owners) to replace the decorative pavers or replace the alley with
alternative standard improvements.
Fundin-g Availabilitv
The cost of the upgraded alley pavement would be the responsibility of the proponents.
However, this design will cause a slight increase in underground utility maintenance
costs. Any needed excavations within the alley will require the additional steps of
removing and replacing the pavers when performing maintenance or replacement of
water, sewer, gas, electric, cable and telecommunication facilities including individual
service connections by adjacent property owners. However, the pavers will be more
effective in hiding trench cuts and may save the City and other utility companies frorn
the additional costs of full concrete panel replacements.

Decorative Concrete Pavers in Alleys
The City supports the beautification of public alleys by adjacent property owners. It is the intent
of this policy to allow property owners to contribute funds to enhance the surface of alleys with
decorative concrete pavers.
General
A. Installation is permitted in residential and commercial alleys upon approval of the Public
Works Department. No person shall install decorative concrete pavers without first
obtaining an encroachment permit from the Public Works Department.
B. Pavers must conform to City STD — 144 -L and the color scheme must be approved by the
Public Works Department. Traditional colors (ex: concrete gray, brick red) or blended
color schemes are required.
C. The proponents of the decorative concrete pavers are responsible for the installation costs
or incremental upgrade costs if the City has previously scheduled the alley for
replacement.
D. Upon installation, the City will be responsible for maintenance of the concrete pavers
during the design life of the product (estimated at 20 years). During the maintenance
period, every effort shall be made to match shape and color of replacement pavers. At
such time the Public Works Director determines that the concrete pavers have
deteriorated to an unacceptable condition and/or suitable replacements are unavailable,
the proponents shall be given an opportunity to replace said pavers or the Public Works
Department shall have the option of replacing the alley pavement with alternative
standard materials.
Procedure
A. Proponents must circulate a petition to adjacent owners of any block (s) where decorative
concrete pavers are desired. The petition shall include product specifications, color
palette, paver layout pattern, estimated project costs, and expected contribution amounts.
The petition must be previously approved by the Public Works Department before
circulation.
B. More than 60% of the adjacent property owners must support the installation. However,
the distribution of costs among the proponents may vary.
C. Upon certification of the petition, City staff will prepare construction plans or additive
options to existing alley resurfacing projects and determine estimated costs.
D. The City will obtain bids for the proposed project. The proponents must deposit the
required funds with the City within 15 days of receiving notice of confirmed bid costs.

NOTES
1. SUB GRADE SHALL BE COMPACTED NATIVE MATERIALS TO AT LEAST 95%
PER ASTM D 1557. THE EFFECTIVE DEPTH OF COMPACTION SHALL BEAT
LEAST THE TOP 12 INCHES.
2. THE CONCRETE BASE SHALL BE CLASS 560 -C -3250 P.C.C.
3. PAVERS SHALL ABUT A STRAIGHT EDGE OF EXISTING P.C.C. OR A.C.;
OTHERWISE P.C.C. EDGE RESTRAINTS ARE REQUIRED ALONG THE
PERIMETER OF THE PAVERS. P.C.C. SHALL BE CLASS 560 -C -3250 AND
REINFORCED WITH A CONTINUOUS # 4 BAR AS SHOWN IN THE STANDARD
DRAWING. THE INSIDE FACE OF THE EDGE RESTRAINT SHALL BE VERTICAL.
EDGE RESTRAINTS SHALL HAVE 114 -INCH RADII AT THE TOP CORNERS.
4. THE GRADATION FOR BEDDING SAND SHALL CONFORM TO ASTM C 33 (SEE
TABLE 1).
5. PAVERS SHALL BE CONSTRUCTED WITH CONCRETE AND SHALL CONFORM
TO ASTM C 1272 SPECIFICATION FOR HEAVY VEHICULAR PAVING BRICK.
6. THE MINIMUM PAVER THICKNESS, EXCL USIVE OF ANY CHAMFERS, SHALL BE
3.15 INCHES (80 MM). THE RATIO OF MAXIMUM PAVER LENGTH TO THICKNESS
SHALL BE LESS THAN 3 TO 1. THE MAXIMUM ALLOWABLE CHAMFER SHALL BE
3/16 INCH.
7. PAVER COLOR AND LAYOUT PATTERN SHALL BE APPROVED BY THE PUBLIC
WORKS DEPARTMENT.
8. PAVER PIECE CUT SMALLER THAN 2 -INCH X 2 -INCH WILL NOT BE ACCEPTED.
9. JOINT SAND SHALL CONFORM TO ASTM C 144 AGGREGATES FOR MASONRY
MORTAR FOR CLEANLINESS AND AGGREGATE SIZE (SEE TABLE 2).
10. TOP OF PAVERS SHALL CONFORM TO FINAL DESIGN ELEVATIONS TO THE
TOLERANCE SPECIFIED BY THE ENGINEER.
11. IF THE LONGITUDINAL FLOWLINE GRADE IS THE ALLEY IS LESS THAN 0.5
PERCENT, THEN A 2 -FOOT WIDE (MINIMUM) GUTTER, 8 INCHES THICK, SHALL
BE CONSTRUCTED.
