As a long time resident and business owner in Newport Beach 1 feel that 1 am very
aware of the issues that confront both the residents and the businesses of this city. 1 feel
that the issues of the airport, traffic, mansionization of property, city employee retirement
funds and redevelopment of our older areas are vital concerns that need attention and
scrutinizing. 1 feel that 1 have the skills and know how that will help with these problems
that the city faces.
I will bring to the table a retail businesspersons point of view and knowledge. 1
experience first hand the problems with health care insurance coverage and workers
compensation for employees. 1 feel the effects of recession and inflation as well as the
benefits of a good and prosperous economy. 1 have learned how to tighten the business
belt durinu hard times and expand during good times.
I will also bring a point of view to the council that 1 do not see represented at this
present time. That view is one of an artist. Even though 1 have been a successful
business owner, my career is one of an artist. I will bring a different point of view to
subjects. 1 will see things differently, and 1 think that will complement and add to the
ideas expressed by others.
1 have been chosen by my peers to be the leader not only in organizations whose main
• goal is to promote artistic endeavors, but also those organizations whose main function is
to promote a better quality of life for everybody by promoting business and
improvements to the areas that businesses exist.
1 feel that one of my best qualities is that I am willing to listen to other points of view.
But, at the same time, 1 am not afraid to voice my own thoughts. 1 will listen to other
council members as 1 will listen to my own constituents. I have learned that compromise
is sometimes the best solution for success. Listening and working with people to solve
problems are my strong suits.
Since helping form the Corona del Mar BID in 1996, I have worked with many of the
different departments of the city and many city staff personnel. 1 have found their
dedication to duty and willingness to help very exemplary. 1 have also found that
sometimes it is necessary to get out there and find out what the citizens really think about
what is proposed, It is very important to hear all sides before making judgments. 1 think
that sometimes I will bring a different point of view, but it will be a point of view
substantiated by diligence to fact finding and consulting with those that I represent.
Lastly, 1 think that 1 also bring a strong possibility of continuity to the council. I think
that 1 will be a very strong candidate for reelection in two years. 1 feel that this is an
important factor to give the best representation to the 4`h district of Newport Beach.

0 Special Qualifications Particularly Appropriate for a Council Appointment
I currently hold a seat oil the Beaches, Parks and Recreation Commission. I Nvas appointed tichcn
an unexpected vacancy occurred as a result of Commissioner Steven Rosanky's appointment to
the Council. Since my appointment to the Commission. we have made two significant
recommendations to the Council, most recently prohibiting smoking on the beach and earlier the
park patrol. I have also represented the Commission at the 2004 Arbor Day Celebration at
Lincoln Middle School and most recently the 2004 Sunday Fun Day at the Park. I also serve on
the Park Development Committee. This committee makes recommendations to the Commission
as a whole and city staff on land acquisition and part: construction. Most recently the Committee
has made help prioritize the development of Sunset Ridge, Newport Ridge and Upper Bay View
parks.
Also, I am cunrently sen ug on the Executive Planning Committee of the Corona del I'Aar
Centennial Celebration. This committee serves the Board of Directors of the Corona del Mar
Centennial Foundation. I am the Special Events Committee Chair. Our committee is charged
with the Corona del Mar Beach Party and Expo to be held on the weekend of October 16's and
17`h Those activities include a number of first for Newport Beach, alive concert at Corona del
Alar State Beach, a vintage boat parade and a fireworks display over the mouth of the harbor.
Since 1999, I have been a resident member of the Newport Beach Chamber of Commerce. I
sere on the Newport Beach Chamber of Commerce Governmental Affairs Committee. The
committee is made up of business leaders as will as representatives of elected officials and state
agencies. The committee routinely invites speakers who are community leaders or activists to
speak on a wide variety of issues which may affect the business climate in the Newport Beach
Area. The committee makes recommendations to the Board of Directors as to official positions
the Chamber should take on Various city, county and statewide issues.
I am the Chairman of the Board of Directors of Leadership Tomorrow serving my second tens in
that capacity. Leadership Tomorrow is a progam designed to help people become more engaged
their communities. Many of our --Taduates become volunteers in civic orCuanizations, attain
appointments to Boards or Commissions and even nut for elected office. I Nvas a member of the
Class of 1999 in Leadership Tomorrow and was asked to serve on the Board of Directors upon
graduation. Several current Council members and Commissioners are graduates of our program
in Costa Mesa, Irvine and Newport Beach includima Mr. Rosansl :y and Mr. Adams.
I have been an Associate with the Lipper Back Bay Naturalist and Friends since 2003. In this
capacity I scn,ed as a volunteer in the Peter and Mary Muth Interpretive Center from 2003 to
2004. The role included actin- as an advocate for issues directing affecting Upper Newport Bay,
answering Visitor's questions about the ecology of the region and leading school ;groups through
the displays at the Center.
I served on the Aviation Committee for District 2 in the city of Newport Beach from 1995 -2003.
I was named to the alternate seat by Council member Jan Debay. During this time El Toro
• Marine Base remained a viable option for an international airport in Orange County. The
Committee made many formal recommendations to the Council during the campaign against
Measure "S" strategy and on issues sunoundinv the extension of the settlement agreement for
flinhts leaping John Wayne airport during those turbulent times. Part of my role was to keep
citizens in District 2 abreast of the airport debate. In addition, 1 worked in concert with the
.Airport R-orking Group on the noise level test conducted in 1998 at the base as well as actively
campaigning against Measure "S ".
Durin; the summer of 1999 1 was a member of the second graduating class of the Newport
Beach Citizen's Police academy. Each class elects a leader to represent it and to deliver the
'Traduation address and I was elected to that honor.
I hay e been a volunteer at the Newport Beach Toshiba Champions Tour event at the Newport
Beach Country Club since its inception in 1994. During this time I hay e participated on a
number of committees including hospitality, fair cay marshal and scoring.
Also, I have been a volunteer at the Taste of NeN�port Beach sponsored b_v the Newport Beach
Chamber of Commerce, since 2002.

R'hv I ttish to serve the Cite of Newport Beach as a member of the Citv Council
representing District 4
1 have been a continuous resident of Newport Beach since 1954. For 15 years my residence was
located at 120 "A" 31" Street on the peninsula in District 2. For the past 3 years, I have resided at
562 Vista Flora in District 4. As others certainly do, I make a number of personal and
professional sacrifices in order to live in this Nvorld -class city. I choose to live here because of the
quality of life that our city government provides for all of the residents of Newport Beach. Over
the years, as I have become more involved in civic affairs, I have also come to appreciate the
time, dedication and effort of those elected and appointed officials who have come before me.
Now I want to be part of that legacy for others who w ill follow me.
My field is education. I began as coach, and then became a professor, and now I am an
educational leader. I am Cnair of the English and Speech Communication Department at
Riverside Community College. Our department includes 40 full -time faculty and 86 part-time
faculty in five different disciplines. I teach a class in arcument analysis. I point this out because
the same intangibles which led me into education are now' driving my desire to serve in city
government..Above all, educators are humanitarian; they care about people and wog: diligently
to help people help themselves. I believe this can be an ideal for civic leaders as well. Although I
am not an attorney, a civil engineer, or business owner, my background as an educator will
ensure two thinks. One, I will carefully evaluate an__ *uments and make informed decisions. Two,
residents of Newport Beach will know 1. genuinely care about what is important to them, and
• although I may not always agree, I will listen to and show respect for their point of view.
I want to serge on the Council because I am fascinated by public policy and land use issues.
Whether it is something as simple as homeowner encroachment on a city park. or as complex as
the «cneral plan update, I am very interested in the open process city leaders must engage in to
address and resolve these issues. I am personally challenged by the political dynamics involved
in building consensus. I will support compromise, but only after I am convinced there is no
common ground from which a resolution can be crafted that serves the interests of everyone
involved. Finally, I am not afraid to take an unpopular stand if I believe that it is in the best
interests of the people who live in my district and the city of Newport Beach.
There are important issues facing the city now and in the near future. The most significant of
Which is the expansion of service at John Wayne Airport. NVith a cap of 10.8 million and a
estimated capacity of 14 -I5 million, there is going to be enormous pressure for expansion as the
air travel demand in Orange County increases. The city is now exploring ways it might assume
more control of services now provided by the county. One of those is the airport, but others are
landfill operations and the harbor. Master planning for areas like the Mariners Mile is necessary
to ensure future economic stability for the city. As one of the city's primary retail areas, options
including high density housing, parking, and perhaps a boardwalk have to be examined now.
Implementation of the proposed Coastal Plan is another important issue. Assumin<, it is approved
by the Coastal Commission, implementation may be a greater challenge to the Council than the
plan itself. Land use issues similar to the current Marina Park proposal will continue to arise
many of which have the potential to dramatically alter the quality of life in Newport Beach well
into the future. Finally restrictions imposed on the Council as a result of "Greenlight" initiative
9 and the voice of those behind that movcment will always pose a challenge to the Council. As a
Council member I would look forward to these challcngcs and others like them.
W'hen you consider these issues and their significance to what Newport Beach is now and what it
will be in the future, the opportunity to serve on the Council becomes more than just civil
service, it is an opportunity to do contribute to something very important not only to me
personally but to my friends and neighbor and all those who care about the quality of life in this
vreat city. Opportunities like these do not present themselves often, Using a quote by Jackie
Robinson may be the best way to explain why I ant an educator and why I would like to serve on
the Council. "A life is not important except in the impact it has on other lives ".

I love our community and want to help shape and protect its future. As with
many Newport Beach residents I am a self made person and an avid consumer of our
quality of life; safe neighborhoods, clean oceans and bay, vibrant business, managed
traffic, retail centers like Fashion Island and a fiscally sound municipal government.
These are the essentials of the quality of life which I feel needs to nurtured and protected
in Newport Beach. As a councilmember, I will work with each of you to protect our
quality of life and provide a safe and thriving environment for our residents and
businesses.
I grew up in a coastal community, in a township named Falmouth on Cape Cod,
Massachusetts. We have coastal, tourism, business, and quality of life issues. My
childhood on Cape Cod instilled in me a deep reverence for the land and the sea.
Newport embodies that reverence. My father had a dental practice in North Easton and
my mother cared for me and my four brothers and sisters. Summers involved cousins,
grandparents, sailing lessons and spirited dinner conversations.
My upbringing helped shape my beliefs and attitudes. Through my professional
career I have worked hard to be effective at representing clients. I learned many things
along the way, many of them I think will continue to help me as I represent constituents.
I believe I have the decision making qualities to lead and make good decisions on behalf
• of our community. I always listen, study, analyze and become fully informed on the
issues. I believe it's important to build consensus and I do so on a daily basis in my
professional life. I understand that legislating involves compromise - on the City Council
it takes 4 votes.
Early in my life, I learned the importance of both leadership and believing in
oneself. In 1980, over 20 years ago, I was one of the first women appointed to the United
States Military Academy at West Point (class of 1984). As a councilmember I will
identify the problems, learn the facts and work as a unit to build consensus.
I currently serve on the Newport Beach Planning Commission and review land
use applications. I believe in balancing property rights with neighborhood quality of life.
Property values continue to increase and property owners aim to increase those values
through improvements. Development cannot be stopped nor would we want it to be or
we would eliminate economic vitality. This does not mean that development should
proceed unchecked. While protecting property rights I seek to retain community
character. Through the details of a project, through mitigation, we can retain the
character of the community without stifling its vitality.
I believe I have the decision making qualities to help shape and steward our
community. I always listen, study, and become fully informed on issues before deciding
what is right or wrong for the community. While on the Telecommunications Committee
we held numerous workshops to hear testimony and address concerns. We were able to
narrow the issues and proceed with draft legislation that the council adopted on a

unanimous vote. I build consensus on a daily basis through my professional life. As a
councilmember I will identify the problems, learn the facts and work to build consensus
amongst my fellow council members as well as within the community.
On my job, I participate in an internal corporate dialogue between disciplines
such as engineering, marketing, real estate, and lawyers to define a project. As the go
between of a corporation and a local community 1 identify concerns and make
adjustments without sacrificing the integrity of the project. 1 navigate between the logic
of the Bechtels and the AT &Ts of the world and the diverse concerns of a mosaic of local
communities here in California. I am trained as a spokesperson in public forums and in
conducting community outreach.
I take seriously my role as a "public servant' in my appointed positions. 1 have
made it known that as a member of the Planning Commission 1 am available to the people
of the community. I will continue to be available to meet with people. 1 want to work-
with people on the front end and try to avoid upheavals. I view this appointment as the
beginning of a six year time horizon. 1 have a perfect attendance record at all of the
Telecommunications Committee and Planning Commission hearings and meetings and
will commit myself to the demands of being the councilmember for District 4. 1 want to
work with each of you to maintain quality of life for our residents; safe neighborhoods,
clean oceans and bay, vibrant business, managed traffic, nice beaches.

I have lived in the City of Newport Beach for 32 years —the last 27 at our current home in Eastbluff. I raised my children
in Newport Beach and currently share the City's many amenities with my grandchildren every weekend.
During my career as an Urban Planner, I worked in six different Southern California cities; for two consultant firms; and
for what was, at the time, the largest developer of residential communities in the nation. As such, I bring wide - ranging
experience in working for, and dealing with, many other cities in the region.
I have been especially active in Newport Beach during the last 10 years. During that time, I have been elected to five
consecutive 2 -year terms to my 460 -home Homeowners Association's Board of Directors. Additionally, I have been
elected by that Board as President of the Association for seven consecutive annual terms. During that tenure, I have been
recognized as "outstanding Board Member of the Year' in Orange County by the Orange County Chapter of the
Community Associations Institute (CAI). I have represented the Association in numerous capacities, including currently
as the Eastbluff representative on the Corona del Mar High School Traffic Task Force, established by Councilman
Adams.
I have also been an active participant on the Board of Directors of the Airport Working Group for more than six years,
having been recommended for that post by former Newport Mayor and AWG Board member, Tom Edwards.
In City activities, I have been a member of the Planning Commission since the City Council unanimously appointed me
to that panel in June of 2003. Prior to that, I served on the Environmental Quality Citizens Advisory Committee (EQAC)
for 5'/ years —4 '/: years as the Vice - Chair, the highest office that EQAC members can elect themselves. I have also
served on the General Plan Update Committee (GPUC) since its inception five years ago; and was Chair of its Seeping
Sub - Committee, which was responsible for formulating the scope of the General Plan Update, which is now underway.
• Although not a member of the Building Industry Association (BIA), the Chamber of Commerce, Greenlight or Stop
Polluting Our Newport (SPON), I know and respect many members of each organization, and their views. I carefully
listen to all individual and organizational positions on issues confronting the City, prior to reaching my own carefully
considered conclusion.
I am a fiscal conservative — I think the City needs to live within its budget, as it has done so well for many years. I
recognize that in order to do that, and to continue to pay for the outstanding services it provides, the City needs to
continue to grow its businesses — especially those that, by the quirks of State Law, provide significant direct revenues to
the City, while not generating most of their traffic at peak hours. such as substantial sales tax generators and hotels. In
that respect, I think the Lexus Dealership is a win -win project for the City. It replaces relatively non - revenue - generating
office buildings with a business with a very high generation of sales tax.
At the same time, I want to protect the outstanding residential quality of life in Newport Beach. It is that component of
the City, along with its natural amenities (centered on the upper and lower bay and the ocean) which provides both its
world -class reputation and the bulk of its very high property tax base.
In performing my services on behalf of the City, I am thorough about doing my homework and communicate any
concems I may have to staff prior to the meeting. In addition, I have watched every City Council meeting on Cable
(including the Study Sessions on Sunday afternoons) for more than five years; and I have read most of the Council staff
reports and all of the City Manager Newsletters during that time.
In summary, I feel that I am prepared by available time, background, City participation, and an active interest, to be able
to fully contribute to the balanced deliberations and positive teamwork of the City Council, should it honor me with this
appointment. I pledge to meet all the obligations of a council member by faithful attendance at meetings, acceptance of
committee assignments, and by continuing to be prepared for all meetings. I will do my utmost to represent my
constituents in the 4 'District, and to be accessible to constituents in all areas of the City.

My qualifications begin with who I am. I served in the military from 1966 to 1970.
After being honorably discharged, I attended college on the GI bill and earned an
undergraduate degree in accounting. While working fulltime I attended night school and
earned an MBA in 1982.
1 have held the following positions during my 35 years in corporate America:
Account, Administrative Manager, Area Controller. Production Manager, Plant Manager,
General Manager and Vice President.
1 am currently self - employed as an independent insurance agent.
1 wish to serve as a member on the City of Newport Beach City Council because it is

As the President and Chief Executive Officer of the Newport Beach Chamber of Commerce for the
past 22 years I have been given a unique opportunity to work on many important issues impacting
ourcommunity.
I am a founding member of the City's Economic Development Committee and have worked close
with Chairman Rush Hill and his successor; Ed Selich, on a number of issues resulting in positive
economic outcomes for the City. I have served four years as a past member and Chairman of the
City's Environmental Qua IityAffairs Committee. I currently serve as a member of the City of Newport
Beach Building Code Board of Appeals and have chaired the Board for two years I have worked
closely with and developed personal relationships with many of the city's department heads and
staff, and am familiar with the decision making process at city hall. I have also established strong
working relationships with our State Representatives in Sacramento through weekly conference
calls, annual lobbying trips and regular contactwith staff representatives for more than 20 years.
As the Chief Executive Officer of the Newport Beach Chamber of Commerce —a small business
organization whose mission is to promote economic opportunity through business and community
leadership —I have had the opportunity to work closely with some of ourtop business and
. community leaders to make Newport Beach abetter place in which to live and work. I played an

important leadership role in founding the annual Taste of Newport, now in its 1611 year, which was
developed to maintain the city's market share of the restaurant industry, and bring attention to the
many fine dining opportunities in our community. I was also instrumental in bringing much
needed organization and financial support to the annual Newport Harbor Christmas Boat
Parade, which draws nearly one million people to our city each December.
Whether raising money to develop a special video to help educate people on the importance of
watershed issues through the film What Starts at the Drain Feeds the Harbor When it Rains, to
raising funds to purchase and donate a Hamilton Water Rake to the city, I have had the
opportunity to address and positively influence important community decisions.
On a personal level, I have over 25 years experience in working with numerous boards and
committees. I have the temperament to listen to views dissimilar to my own withoutjudgment or
recourse. I understand the importance of listening intently to all sides of the issue before jumping
to conclusions. I have developed the ability to bring vision to my work and can communicate the
vision with clarity and commitment. I have excellent interpersonal skills and work to develop
positive relationships between diverse, and often opposing groups of people. I am visible and
accessible to the members of our organization and the community. I have the courage to confront
difficult problems and make tough decisions. I value the decision - making process as critical to
both the quality and ownership of the outcome. I listen to my team members and regularly draw
upon the expertise and insights of others to create consensus. I care about and am committed to
the professional development of my co- workers and others.
As a resident of the City of Newport Beach I have lived at the same home in Eastbluff for the past
22 years. I have been married to my wife Susan for 15 years and have two children, Samantha
11 and Ricky 7.
I believe I possess the experience, qualifications and ability to run a successful re- election

RICHARD R. LUEHRS
Since joining the Newport Beach Chamber of Commerce in 1982 as its Hxecmiye Director. Richard Luehrs has
guided the organization to an enviable position in membership activities among California Chambers of
Commerce. In 1956, Luehrs was named President and Chief Executive Officer of this active, community -
oriented organization, which today serves nearly 1,000 company members.
He began his Chamber career as Executive Vice President of the North Ilolhxvood Chamber of Commerce in
1975. Since that time. Luehrs has served as President of the Western Association of Chamber of Commerce
Executives, President of the Southern California Association of Chamber of Commerce Executives. and
President of the Federated Chambers of Commerce of Orange Courm. In 1956. Luehrs completed a six -year
program at the U.S. Chamber of Commerce "Institute for Organizational Management" and has attended two
• years of post - graduate studies. In 1996, Luehrs was recognized as the "Executive of the Year" by the 500
member Western Association of Chamber Executives.
Luehrs currently serves on the Board of Directors of the Western Association of Chamber of Commerce
Executives, and is a member of the Parish Council for Our Ladv Queen of Angels Church. Luehrs is a past
member of the Board of Directors of the National Association of Chamber Executives. and is a Past Chairman
of the Orange County Citizens Against Lawsuit Abuse. Luehrs is also a member of the City of Newport Beach
Economic Development Committee and is a member of the City's Building Code Board of Appeals. ht 1997
Luehrs was appointed to the State Independent Living Council by Governor Pete Wilson. Luehrs served a three -
year term as Chairman of the Baden - Powell district for handicapped Boy Scouts of Orange County; has served
as a member of the Board of Directors for the 562 Club for Hoag Hospital; has serves as Chairman of the Cite
of Newport Beach Environmental Quality .Affairs Committee; and is a past ]'resident of the North Hollywood
Jaycees.
A native of Mikiaukee, Wisconsin, Luehrs received his B.S. degree in business administration from California
State University at Northridge specializing in accounting and marketing.
