SUBJECT: CONSIDERATION OF OCTOBER 26, 2004 MEETING TIME
ISSUE:
Does the City Council want to change the time of its next scheduled City Council
meeting (October 26th), due to the Mess Night dinner honoring the First Battalion, First
Marines from Camp Pendleton?
RECOMMENDATION:
Hold a Special Council meeting on October 26th, starting at 4:00 P.M., with the intention
that the meeting would last no later than 6:15 P.M.
DISCUSSION:
The date and time of regularly scheduled City Council meetings is established by
Council Policy A -6; therefore, the next regularly scheduled City Council meeting would
be Tuesday, October 26th, at 7:00 P.M.
The City Council took an action on December 9, 2003 to formally adopt the First
Battalion, First Marine Division from Camp Pendleton. As a support activity, the First
Battalion, First Marine Adoption Committee, headed by Mayor Pro Tern Steve
Bromberg, has planned a formal Mess Night dining event at the Balboa Bay Club. The
event's reception runs from 6:00 — 7:00 P.M., with dining starting promptly at 7:00 P.M.
Mess Night is an event steeped in military history, whereby it honors Marines who are
preparing to go into battle. The 1/1 will return to Iraq before the end of the year for a
year long deployment. Money made from the event will be used to assist the families of
Marines with during the year their loved ones are gone.
If the City Council is willing to change the time of its next Council meeting, that action
would necessitate the calling of a Special Council meeting. (Special Council meetings
are on dates and /or times different than set by Council A -6 Policy.) Should the City

Council approve the recommendation to start the Special Council meeting at 4:00 P.M.,
the City Manager will try his best to manage the agenda so that business can be
concluded by 6:15 P.M.
