Field inspections on January 20, 1992 at your property indicate that bay water is coming in, either through or over your .bulkhead, across your property and flooding streets and adjacent properties. I Based on the City of Newport Beach Municipal Code, it is the property owners' responsiblity to maintain harbor structures such as bulkheads and to prevent flooding on city streets or onto adjacent properties. This flooding situation must be corrected immediately. Repair of the bulkhead will necessitate a Maintenance Permit from the City of Newport Beach Marine Department and a Building . Permit from the City Building Department.
