signed application and fee for the pier permit transfer. The pier inspection determined
that the pier utilities meet City standards.

Dear Versal Settlement,
The dock was inspected by the Harbor Resources Division of the City of N,ewport
Beach at the property mentioned above. We cannot transfer the pier permit until
the following deficiencies have been corrected, and the property has been re-
inspected:
1. A GFI (Ground Fault Interrupter) is required on the electrical line to the
plug-in outlet on the dock.
The Newport Beach City Municipal Code 17.60.030 states:
CA. Prior to the transfer of an annual pier permit, all harbor structures
shall be inspected for compliance with the City's minimum plumbing,
electrical and structural requirements, and the conditions of the existing
permit. All structural deficiencies must be corrected prior to the transfer of
the permit. A fee will be charged for this inspection, established by
Resolution of the City Council.
Please call 949-644-3041 or 949-644-3044 to request a reinspection. Once the
property has passed reinspection, the dock will be transferred.

I have received complaints from your neighbors regarding
encroachments in front of City property at 4210 River by
the boats which are moored at your float (harbor permit
#242-4208). This violates the Harbor Permit Policies.,
section 21-A which states "Boats moored at.private or
public docks shall not extend beyond the projection of
the property lines of the property to which the dock
facility is.connected in accord'ance with Section 20-C,"

has requested this office to respondto your May 10 letter addressed
to the City of Newport Beach.
As indicated in your letter, the $11.00 payment was for a City charge,
not a County fee. The County does have a policy of charging rental
for the area occupied by piers when the pier is on County tidelands.
This charge is equivalent to any rental charged a renant by a land-
lord; however, your pier is not on County tidelands and, thus, no
County charge is made.
We feel certain that you will hear directly from the City in response
to your letter.
