SUBJECT: UNSCHEDULED VACANCY ON THE PLANNING COMMISSION
RECOMMENDATION:
Appoint one of the three nominees (Robert Hawkins, Michael Henn or Roberta
Jorgensen) to fill the vacancy on the Planning Commission, which was created as a
result of the appointment of Leslie Daigle to the City Council. The successful applicant
will be appointed to fill the balance of the unexpired term, which expires on June 30,
2008.
DISCUSSION:
On October 26, 2004 the Council confirmed the above -named nominations.
As per Council Policy A -2, the following is the procedure for voting on appointments to
City Commissions, Boards and Committees:
A. The Council will vote on all appointments and seats on each Board /Commission
simultaneously. The voting will be by paper ballot and the City Clerk will tabulate
and announce the results, including the vote tally.
B. Each member of the Council will cast the number of votes as indicated on the
paper ballot for each seat from the list of the nominees. In order to be appointed,
the nominees must receive at least four votes.
C. For boards /commissions with two vacancies, if two of the nominees receive four
or more votes, they will be automatically appointed.
D. If there is a tie vote, ballots will be distributed to the Council Members to vote for
the tying candidates only.

E. In the event that no one receives four votes, nominees receiving zero or one vote
will be dropped and the Council will cast two votes from the list of the remaining
nominees and the determination will be made as previously stated.

Statement of Interest Attachment 3
The City of Newport Beach (the "City ") has become a major metropolitan area with the attendant
exciting challenges and extensive resources. In addition, the City has special assets and opportunities due
to the City's unique community, location and natural resources. Since my appointment to the EQAC in
January 1999,1 have learned much of these challenges. I welcome the opportunity to serve on the Planning
Commission and to continue to assist the City, itsresidents and its Council in developing rewarding solutions
to these challenges including land use issues, developing its resources to the fullest, and enhancing our
quality of life now and in the next century. Many significant challenges await us; the following are some
of the most important,
First, transportation issues raise significant hurdles for the City. Most significantly, the City must
rhake every effort to prevent the further expansion of John Wayne Airport. Perhaps the proposed settlement
agreement will solve this problem, however, the City may need to review its land use options in and around
John Wayne Airport. Although the development of a international airport facility at El Toro may no longer
be feasible, the City should investigate other options and alternatives for El Toro including some sort of joint
use Airport and park facility. I have experience in dealing with such issues including advising the City of
Orange in mitigating the expansion of the Theo Lacy Jail and related CEQA issues. I believe that this
experience would be extremely beneficial in developing a plan to accomplish these airport goals.
Second, the City's water resources also present a significant challenge. The City must make every
effort to preserve its water resources including the water quality of the Back Bay and the area beaches. The
City must act to prevent the discharge of effluent into the area witbout a full study of all potential adverse
consequences. Again, I have experience in water resources and water quality. I have represented various
districts and corporations in dealing with their water quality problems.
Third, the City faces the challenge of sustainable growth. As the City begins the process to update
its General Plan., it is important that the process be overly inclusive: all interested parties and groups should
participate and see their participation bring results in the process, We cannot allow single interest groups
dictate the result: the various interest groups must come together to develop a plan which is acceptable to
all sides.
Fourth, the Greenlight initiative is now the law for the City. We must work with each other and with
City residents to continue to improve our lovely City while at the same time recognizing the will of the
voters. Our General Plan process may move this process far and, once again, bring our City and its residents
together.
Finally, other challenges face the City: the development of Banning Ranch, infrastructure
improvements on the Balboa peninsula; and other important issues. As a small business owner, a
homeowner, a board member of a homeowner's association in the area and a member of the Chamber of
Commerce, I have worked hard to address building maintenance and related problems and to address and
cure significant impacts upon our quality of life.
All of this presents a tremendous opportunity for the City Through the EQAC, l have participated
in this process: I look forward to the opportunity to contribute as a member of the Planning Commission.

Supplemental Statement as to why I wish to serve on the Planning Commission
I have owned a home on Balboa Peninsula in Newport Beach for over 10 years and I am
proud and fortunate that all three of my children also live on the Peninsula or its environs.
Over this period, I have grown to love and appreciate our wonderful surroundings with
the Ocean and the Bay, and intend to live here through retirement. I have become keenly
aware of the opportunities and need to preserve and enhance the beauty and desirability
of the area. I wish to volunteer my time and experience toward maximizing those
opportunities for the benefit of the Peninsula area, as well as Newport Beach as a whole.
I believe that in view of my background, the Planning Commission would be a good
place to begin my involvement in public service.
I have had a long and successful career as a senior administrative and financial officer of
publicly held companies headquartered in Southern California, both large and small.
Over this time, I have developed strong problem solving skills in dealing with a wide
variety of complex issues. My general approach to problem solving is to listen carefully
to all sides, study the issues and then build consensus for a practical solution. This
approach should serve me well as a participant in the governmental process. During my
tenure as Chief Financial Officer of the large homebuilder, KBHome, I was a key
decision maker on hundreds of homebuilding projects in California, including many in
Orange County. This experience gave me excellent knowledge of the land planning
process and issues, and the need to balance competing priorities in the community.
I have recently changed careers to the field of private financial management, and now
have the time and flexibility to be an effective and responsible member of the Planning
Commission. I am sensitive to the needs to preserve the highly desirable residential
character of Balboa Peninsula and Newport :Beach, and to maintain and enhance the
quality of life in our community. At the same time, I also know we need to balance those
needs with maintaining and enhancing the economic viability of the City through
thoughtful development and redevelopment that is consistent with the General Plan and
the best economic interests of this great City of Newport Beach.

My professional training and practical experience as an Architect and land use planner, i
- ombined with my passion for Newport Beach, make me well qualified to serve as Planning
- ommissioner. I live on Balboa Island, and have located my company in Cannery Village. I
.iave developed master plans and planning guidelines for college and university campuses, city
ievelopments, and state and federal properties. I am a consensus builder, and I understand the
various constituencies and their strongly held views about local issues. My background has
prepared me to quickly understand land use planning requirements and opportunities, and I have,
the knowledge required to suggest cooperative alternatives and compromises to complex issues.
As Art Commissioner, I lead the initiation and implementation of the very successful
Newport Beach Summer Concerts - in- the- Park program. I also advised on design issues for j
the Balboa Peninsula Redevelopment and the Balboa Peninsula Signage Program and
Guidelines. As President of the 9,000 member American Institute of Architects, California
Council, I represented my profession on legislative issues in Sacramento; lead design and urban
planning initiatives; and promoted pragmatic design solutions throughout the state to improve
the built environment in order to create more livable communities.
My interests are varied, which helps to broaden my appreciation for the many views of the
Newport Beach residents. I am a business owner and employer, a boat owner, a Hawaiian
Outrigger Canoe Paddler and an active board member of Orange County Coastkeeper. Good
planning, good design, and a healthy environment are necessities for a successful economy and
a thriving community. I hope to help Newport Beach continue to excel in each of these areas.
Our city is like no other. I have seen continuous change ever since I attended Ensign Jr. High
and Newport Harbor High. The planning recommendations that the Commission makes to the
City Council cannot be made based on any preconceived ideology- the matters are too complex
and too important. Public Service is a privilege and a responsibility of our society. I request
your consideration of my appointment to the Newport Beach Planning Commission. I will
bring my professional knowledge, along with my personal dedication to our city.

SUBJECT: UNSCHEDULED VACANCY ON THE PLANNING COMMISSION
RECOMMENDATION:
Confirm the nominations as presented by the Ad Hoc Appointments Committee to fill the
unscheduled vacancy as a result of the appointment of Leslie Daigle to the City Council.
The successful applicant will be appointed to fill the balance of the unexpired term,
which expires on June 30, 2008.
DISCUSSION:
At the Regular Meeting of September 28, 2004 the City Council declared the position
vacant and directed the City Clerk to advertise the vacancy pursuant to Council Policy
A -2. Mayor Pro Tern Ridgeway, Mayor Pro Tern Bromberg and Council Member Webb
were appointed as the Ad Hoc Appointments Committee. The deadline to apply was
Thursday, October 14, 2004. At the conclusion of the application period the
applications were forwarded to the committee for their review and scheduling of
interviews.

SUBJECT: Unscheduled Vacancy on the Planning Commission
RECOMMENDATION:
Declare a vacancy on the Planning Commission due to the appointment of Leslie
Daigle to the District 4 City Council position.
2. Confirm the Mayor's appointment of
and to serve on the Ad -Hoc Appointments Committee.
3. Direct the City Clerk to post and publish a Special Vacancy Notice requesting
that applications be submitted by 4:00 p.m. on Thursday, October 14, 2004, and
schedule the submission of the nominations to the Council on October 26, 2004
with the final appointment to be made on November 9, 2004.
DISCUSSION:
Background:
On Tuesday, September 21, 2004, Leslie Daigle was appointed to fill the vacant seat on
City Council created by the resignation of Mayor Pro Tern Gary Adams. Ms. Daigle was
appointed to a four -year term on the Planning Commission effective July 1, 2004. Her
term expires on June 30, 2008, therefore an appointment will need to be made to fill her
unexpired term.
Pursuant to Council Policy A -2, I have prepared a Special Vacancy Notice for posting
and publication of the unscheduled vacancy. As per the notice, applications will be
accepted by the City Clerk's office until 4:00 p.m. on Thursday, October 14, 2004. At
the close of the application period, I will forward the current applications on file, as well

as any new applications, to the newly- appointed ad -hoc appointments committee for
them to review and conduct any necessary interviews. The two nominations made by
the committee will be forwarded to the full Council for confirmation on Tuesday, October
26, 2004 with the final appointment scheduled for Tuesday, November 9, 2004.
