CITY COUNCIL STAFF REPORT Agenda Item No. 21 (November 23, 2004) TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Recreation and Senior Services Marie Knight, Director - 644 -3157 - mknight @city.newport- beach.ca.us SUBJECT: Naming of Park Located at the Corner of Jamboree Road and PCH RECOMMENDATION: The Parks, Beaches & Recreation Commission recommends that the City Council consider naming the park located at the comer of Jamboree Road and PCH from one of the four suggestions they have chosen. BACKGROUND The naming of the park site at the comer of Jamboree and PCH was discussed at the October 19, 2004 Park Development Committee meeting and at that time the Committee . decided to obtain input from the community. Staff worked with the Daily Pilot on an article that ran Saturday, October 23 inviting the public to submit appropriate names. The article urged people to think about the history of the site when making their suggestions. DISCUSSION One hundred and twenty -nine suggestions were received, with only a handful of those as duplicates. (See attached) The Park Development Committee reviewed the suggestions at their November 16 morning meeting and made a recommendation for consideration to the PB &R Commission at the November 16"' evening meeting. It is desirable that appropriate names be selected for future parks and public recreational facilities. The following guidelines shall serve as policy on this matter. A. Suggestions for naming new or existing parks or public facilities shall be reviewed by the Parks, Beaches and Recreation Commission with a recommendation being transmitted to the City Council for approval. B. New or existing park or public facilities names can be chosen from, but not limited to, the following categories: 1. Streets or schools bordering park 2. Topography 3. Theme 4. Common names already in place for the area C. Facility rooms or site amenities may be dedicated in honor of persons if done as part of a capital /fundraising campaign and with the approval of the City Council. The provisions of this policy shall not apply to commitments made prior to May 13, • 2003. I am very happy with the addition of thre new park at Jamboree & PCH - -as you know, greenspace is my passion. However, the proposed names for the new park are disappointing - -both unimaginative and awkward. A couple of them sound like commercial names for 1960's mobile home parks. I wonder if those involved in making these choices have creative backgrounds (writers, poets, artists) or maybe even botanists or marine biologists, or were these choices made by a committee of city administrators and business people? (FYI: The proposed names include Back Bay View Park, Jamboree Bluff Park, Rim of the Bay Park and Upper Bayview Park. The best of these is Jamboree Bluff Park -- though I would shorten it to Jamboree Park. At least it is unique.) It appears they may have become hung up on describing the location of the park. In my opinion, the name should be imaginative, inspiring, it should soar. It should evoke the beauty and uniqueness of the site. As it is, a name like Upper Bayview Park resounds with a dull thud. I have always loved the name Castaways Park (even though I realize that was supposed to be the name of what is now Bob Henry Park). What about using seafaring or nautical terms (Spindrift comes to mind) or perhaps using the name of a coastal plant or bird? These are just my thoughts on the matter -- certainly not of earth - shaking importance, but I was inspired to provide you a little "public input ". Hope all is going well. Happy Thanksgiving!
