I am interested in volunteering my services to the City of Newport Beach and hereby submit my application to serve on the Newport Beach Environmental Quality Affairs Citizens Advisory Committee (EQAC) as the District 1 Representative. I recently was appointed to the Economic Development Committee and have been impressed with the professionalism demonstrated by the City Council, City Staff and Committee members. The level of complexity required to manage the City of Newport Beach seems to be multidimensional and I am compelled to increase my participation to support the efforts already underway by your knowledgeable and talented City Council and City staff. My reasons for applying to EQAC, in particular, include my interest in supporting the city's efforts to maintain a well balanced approach towards preserving our beautiful coastal environment, while ensuring that it remains economically self sustaining and business friendly. I believe it is equally important to maintain a healthy and safe environment, while limiting the burden on our business community. As stated in my application for the EDC, I recently completed my Masters Program in Public Policy and Administration with a GPA of 3.9 and graduated with honors. My last class in this program was a directed research project for which I prepared a study on the results of the Federal Government's Empowerment Zone program (It received The J. Julian Baget Award for the best Research Paper 2004). My research for this paper provided me with a stronger understanding of the many conflicting needs our nation's cities face when establishing environmental regulations which are not unduly burdensome on local businesses. As stated in my prior application, I offer the following work experience: 20 years experience with an Electric Utility; 20 years experience; preparing regulatory reports and responding to regulatory audits; 10 years Real Estate and Construction Experience; an active Real Estate License; a certificate in Land Construction, Development & Management from UCI; 10 years experience in Project Management to include business analysis, budgets and needs analysis; 10 to 15 years experience in Capital and Expense Budget Accounting and 10 years experience making presentations to Senior Managers at Edison. As a member of the Newport Beach Environmental Quality Affairs Citizens Advisory Committee, I would work towards supporting the City's efforts to promote a healthy and safe environment while preserving our strong business community. As a board member of NSCA and WNBA, I feel that it is important that the information discussed at EQAC be available to all community associations and their members. My attendance will insure that these two neighborhood associations are informed of new developments affecting all of our lives in Newport Beach. As a long time community member, I would like to take an active role in whatever way that I can. I have a personal interest in many environmental issues, particularly traffic and water quality, as they relate to Banning Ranch, development on the peninsula, and the future of bridges over the Santa Ana River. As a citizen, I have attended Water Quality meetings in the past and found the information and government process very informative.
