Niederhaus, Director, 949 - 644 -3055 dniederhaus @city.newport - beach.ca.us SUBJECT: G -5 Policy Changes ISSUE: Does the City Council want to approve the proposed revisions to the existing G -5 Policy (Park and Street Improvement Donations) as recommended by the Parks, Beaches, and Recreation Commission? RECOMMENDATION: Approve revisions to the G -5 Policy or make alternative revisions as deemed necessary. DISCUSSION: Background: The Council recognizes the need to provide citizens with the opportunity to donate trees, benches, drinking fountains, or related park and street improvement items. The G -5 Policy establishes acceptance criteria for donations to assure attractiveness, usefulness, and staff capability to maintain the donated items. The G -5 Policy was adopted in July 1992 to regulate the procedures for donations related to City park and street improvements. In March 2004, staff met with the Recreation Activities Committee, a sub - committee of the Parks, Beaches, and Recreation Commission (PB &R), to discuss changes that are more appropriate to coincide with a new more comprehensive donation policy (B17) which will be proposed separately by the General Services and the Recreation and Senior Services Departments. G -5 Policy Changes December 14, 2004 -2— ISSUES: Staff has attached the revised G -5 Policy with strikethroughs for deletions and underlining for new verbiage that was reviewed by the Parks, Beaches, and Recreation Commission on October 5, 2004 (Attachments A & B). The Commission is recommending approval of the revisions to the Council. Some significant changes to the current policy are that donated benches and trees are proposed not to have any donor recognition plaques and only those donations in excess of $4,000 in value may have dedicatory plaques. These changes are more in line with the donation policy (B -17) being proposed by the General Services and the Recreation and Senior Services Departments. Environmental Review: Non - applicable. Funding Availability: Non - applicable. Summary: The proposed changes to the G -5 Policy provide for a more consistent criteria and reduce future maintenance requirements.
