Bludau, City Manager, 949 - 644 -3000 hbludau .city.newport- beach.ca.us SUBJECT: REPORT ON INFORMATIONAL ISSUES REQUESTED BY COUNCIL MEMBER HEFFERNAN ISSUES: 1. What is the status of the Our Lady Queen of Angels expansion project, and when is it expected to be heard before the Planning Commission? 2. When does staff anticipate there will be any installations of pavement - lighted crosswalks and where might they be located? 3. What is the status of the median landscaping along Newport Coast Drive, near Sage Hill High School? 4. What is the status of the proposed Lexus dealership, and when is it anticipated that the purchase of property will take place? 5. When does the City Manager propose to have the Study Session on the Marina Park site use? RECOMMENDATION: Receive and file. DISCUSSION: Background: At the November 23, 2004 City Council meeting, Council Member Heffernan asked the City Manager to provide updates on the issues listed above. Report on Informational Issues December 14, 2004 Page 2 1. Our Lady Queen of Angels — No application for this project has been submitted yet. The project team is still looking at traffic /circulation mitigation measures. Staff's best guess is the application will be submitted in January or February. Staff will make a determination based on the Initial Study as to whether an EIR will be required. If an EIR is required, this project will not come before the Planning Commission for 8 -10 months. 2. Lighted Crosswalks — Several locations are being looked at for pavement - lighted crosswalks. The PCH /Orchid location seems to have good potential. A community meeting will be scheduled in January to obtain community input, with the possibility of placing this project in the CIP budget for FY 05 -06. Lighted crosswalks have been suggested at CdM High School and at Anderson Elementary. The Anderson location was included in the Neighborhood Traffic Management Program study; however, that study is awaiting the first Council Ad Hoc Committee meeting, which is being scheduled for January. Installation for these two locations is relatively expensive. These locations do not seem to fit the greatest advantage provided by lighted crosswalks in that the pedestrian usage is not a nighttime usage. 3. Newport Coast Drive Landscaping (near Sage Hill High School) — City staff, Merit Property Management staff, and Newport Coast Advisory Committee members met with The Irvine Company to review TIC's proposed landscaping plans and to offer alternate suggestions. Merit's horticulturalist provided these suggestions to the Irvine Company in writing a few weeks ago. It will be up to The Irvine Company to accept/reject the suggestions. TIC intends to start the median landscaping work soon after January 1St and conclude by mid -April or early May. 4. New Lexus Dealership — The Lexus Draft EIR was released for 45 -day public review on November 29th. There will be a Planning Commission Study Session on December 9th, and we're anticipating the Planning Commission public hearing in April. Escrow is expected to close on the property in July, 2005. 5.
