DISCUSSION On December 9, 2004, the Planning Commission considered the St. Andrew's Presbyterian Church Expansion project. At the conclusion of a lengthy public hearing, the Commission voted to recommend approval of the project subject to a very comprehensive and detailed set of conditions. One condition of approval requires that the Church secure an off -site parking agreement with Newport Mesa Unified School District ( NMUSD) for the use of the 15th Street parking lot at Newport Harbor High School (NHHS). The Commission required a 30- year agreement that would provide for an increased supply of parking spaces (roughly 70 spaces) that would be available to both the school and St. Andrew's. The Commission required the review of the parking agreement prior to the issuance of any permits for the expansion project. Six of the seven Commissioners believed that benefits derived from the increased supply of parking at NHHS and the parking agreement itself were critical factors that led to their recommendation of project approval. The Commission also unanimously voted to recommend that the Council delay final action on the project until such time as a signed parking agreement between NMUSD and St. Andrew's Church has been approved by the Planning Commission. Planning Commission Recommendation on the Council's Consideration of St. Andrews Presbyterian Church Expansion Project December 14, 2004Page 2 Given the nature of the Commission's recommendation, staff has developed the following alternatives for the Council to consider: 1. Schedule the public hearing for January 11, 2005 and delay taking final action until the parking agreement is approved by the Planning Commission. 2. Delay scheduling of the hearing until the parking agreement is approved by the Commission. A variant of this option might be to establish a future date for the hearing so that the potential delay is not indefinite. 3. Schedule a City Council study session for January 11, 2005, at which the City Council can discuss the project and provide direction to the applicant and staff. 4. Schedule the public hearing for January 11, 2005 and take action on the project without an approved parking agreement.
