APPLICANT: Mr. Richard A. Duggan RECOMMENDATION: If desired, approve.Harbor Permit Application No. 259-118. SITUATION: The existing harbor facilities bayward of 118 South Bay Front consist of a 10'x 21' pier, a ramp, and a 14' x 18' rectangular float. Mr. Duggan desires to revise the pier by the addition of a small platform and to revise the float to a 24' x 40' slip float. There.is no existing beach bayward of this location. DISCUSSION: A. The Harbor Permit Policies require prior approval of the City Council for piers and floats abutting the City owned property sur- rounding Balboa Island, however, the Permit Policies provide that new piers may be constructed at a location which is not usable for swimming or bathing and that revisions to existing piers may be granted if the change does not lessen the use of the immediate land or water area. B. Application has been made to the U. S. Corps of Engineers; however, the Corps of Engineers permit will be granted only after the proposed float receives the approval from the City Council. C. All bayfront residents within 300' of the proposed con- struction and the Balboa Island Improvement Association were notified in writing on May 5, 1971. To date, no comments, either pro or con, have been received regarding Harbor Permit Application No. 259-118. G. M.
